經濟成長에 따른 農地轉用 內容에 관한 硏究

경제성장에 따른 농지전용 양상을 살펴보고 규제 정책을 제시한다.

This study is intended(Ⅰ) to arrange the contents of arable land conversion related to economic growth and(Ⅱ) to present the desirable policy measures for arable land conversion regulation. First, arable land conversion was based on the institutional permission process for the following six acts such as farm land development and promotion act, dairy farming promotion act, grass land formation act, grape management act, residential and industrial site act under the National Land Management Acts. Second, arable land conversion was based on the special consideration and establishment as ten strategical area related to the exeemption of arable land conversion.

Third, arable land conversion was mainly based on the ever-increasing demand for the industrial site related to the industrial growth and also on the ever-increasing demand for the residential land related to the expanded urbanization. Fourth, arable land conversion was mainly based on the rapid decrease of upland rather than paddy field land. Lastly, in formulating the regulated arable land conversion scheme, the following points should be considered: 1) Prevention of excessive, unnecessary arable land conversion by urbanization and industrialization. 2) Improvements in the conflicts between agricultural land conservation or utilization acts and national land utilization or management acts.

3) Implementation of over-all land use allocation scheme and expansion of upland or tideland reclamation development project. 4) Strengthment of the regulation and control policy measures for upland rather than paddy field land.
