우리나라의 草地開發에 관한 硏究 : 山地草地를 中心으로

산지초지 개발의 필요성과 개발 방안을 연구했다.

Korea is now over-nonulated comparing with the physical size of the land of Korea, and the notentiality of future developmsnt of farm lands available for agricultural products enough to feed the population can hardly be exnected. Because of the sItuation, the rapid development of the areas of the mountains needs to be made to overcome the shortcoming of food. However, the developnent of grass-fields that yields a high productivity should be piven prIority over the development of the fIelds for plantinp trees.

When the areas in the mountains is developed as prass-fields the land of Korea will be effectively utilized and at the same time enough Urasses for feedinU; cattle will become available which In turn will result in the Increase of protain source and dairy products for the neonle. It can also help Korea build up the suffIcIent'supply of food and will also contrIbute to th* improvement of dairy operation of the farmers. However, there lie many obstacles in the process of makIng the areas in mountains into the grass-fields Including leUal problems. In this thesis I have tried to identify the problems involved and present the following as theIr solutIons.

1) Precise development plan for the grass-fields and obtaining the basis for the development of the Uass-fields should be made. 2) Through a special legal consIderation making the rigid law of control over the grass-fIeld development flexible the suitable lands for the grass-fields should be allowed to be converted into such prass-fIelds without goIng throuph red-tapea. 3) Funerals are to be perfomed In the form of cremation instead of burying. Grave yard park should be establIshed In order to prevent the expansIon of prave yards. 4) FonnIng the fund for p-ass-fields should be encouraged and the grass-fIelds should be rented to the poor farmers for a lone perIod of time.

5) Special trainIng should be planned to produce specialIsts and leaders In the development of grass-fields. 6) Legal punIshment should be given to those who fail to care for the grass-fIelds. Security Inaurance to insure the damage made In the grass-fields should be encouraged. 7) AuthoritIes in charge of the grass-fIelds should be established. When the seven Items aa suggested above are realIzed the developient of p-ass-fieldg of Korea wIll be done posItively and rationally.
