This study aims to analyze various factors influencing the demand for cadastral surveying and to contribute to future policy development and demand forecasting for cadastral surveying services. Cadastral surveying is the process of accurately measuring and recording land boundaries, areas, and locations, playing an essential role in various fields such as real estate development, urban planning, and environmental management.
However, the demand for cadastral surveying has been continuously declining, which has serious implications for both the public and private sectors. This situation is attributed to various factors, including technological advancements, changes in market structure, and the effectiveness of policies, necessitating a systematic analysis. To achieve the objectives of this study, a survey was conducted among cadastral surveying experts.
Respondents evaluated five primary factors influencing the demand for cadastral surveying (cadastral work, urban sociological aspects, real estate, economic, and policy) and their respective 25 sub-factors, with the collected data analyzed using statistical methods. The analysis revealed that the highest priority among the primary factors was the urban sociological aspect, followed by the economic and policy aspects.
The cadastral work and real estate aspects showed relatively lower importance, indicating that indirect factors such as urban characteristics, economic environment, and government policies have a greater influence on the demand for cadastral surveying than direct factors like workload and real estate transactions. In the sub-factor analysis, the workload of cadastral surveying emerged as the top priority within the cadastral work aspect. At the same time, real estate transaction volume was most significant in the real estate aspect. In the urban sociological aspect, the distribution of land use types related to urban growth was the most influential.
In the economic aspect, the benchmark and loan interest rates were identified as key factors. In the policy aspect, real estate policies had the most significant impact. These results suggest that the demand for cadastral surveying is influenced not only by short-term market trends but also by macro factors.
Given that many of the highly influential variables are difficult to control directly, three approaches for indirect control were considered: first, discovering new business opportunities that combine information from various fields with cadastral surveying data to enable flexible responses to declining demand; second, developing policies that link economic factors such as interest rates with cadastral surveying fees to stimulate potential demand; and third, expanding cadastral surveying services through the introduction of new technologies.
This study provides important foundational data for understanding the demand for cadastral surveying services and is expected to contribute to future policy development and research. In particular, it highlights the need to reflect the importance of indirect factors in forecasting cadastral surveying demand, which could lead to the development of more effective policies. The findings propose various strategies to increase the demand for cadastral surveying services and seek directions for improving related policies.
