工業化 및 都市化展開에 따른 農地轉用의 究明

산업화·도시화에 따른 농지전용 실태와 농지 보전 규제 방안을 연구한다.

This study is intended (Ⅰ) to find out the problems of arable land conversion in relation to the rapid industrialization and urbanization and (Ⅱ) to present the desirable policy measures for arable land conservation through its conversion's regulation and control. First, arable land conversion was formulated by residential or industrial site and public land in relation to the rapid urbazation and industralization. Second, the status of arable land conversion was mostly formulated by upland rather than paddy field. Third, arable land conversion was mostly formulated by suburban area rather than paddy field, semi-paddy, and mountain areas.

Fourth, the soil condition's status of arable land conversion was formulated by very good quality on topograph and soil productivity condition rather than those poor condition. Fifth, arable land conversion's control should be directed so as to establish and to operate an arable land conservation committee at high level. Sixth, arable land conversion's control should be implented by strengthenning the absolute arable land on paddy field as well as upland. Seventh, arable land conversion's control and regulation should be directed according to the census of arable survey.

Last, the decreasing arable land by its conversion in relation to industrialization and urbanization should be substituted by implementation of upland and tideland reclamation development.
