정비사업의 문제와 개선 방안 : 청주시를 중심으로

청주시 정비사업의 추진 과정과 문제점 및 개선 방안을 살폈다.

본 연구는 도심 공동화의 문제개선을 도시 및 주거 환경 정비 법에 의한 정비 사업 진행과정을 연구고찰 하는것으로서, 청주시 정비 사업의 전반적 진행과정과 변화해가는 모습, 그리고 미래상황을 설정 하는데 배경과 목적이있다. 도시화는 1960년대 주택수요의 증가로 기성시가지 주변으로 급속히 전개되고 1990년대이후엔 대규모 아파트 단지가 건설되며 질좋은 주거환경으로의 이동이 진행되며 기존도심의 공동화 현상이 사회문제화되며 개별법으로 정비사업이 추진됨으로 서로 연계되지않는 단점이 표출됨으로 종합적이고 계획적인 정비 사업의 필요성을 찿게되며 각종 정비 사업이 도시 및 주거 환경정비법으로 통일된다. 청주시도 이법에 편승하게 되는데 이법의특징은 정비지역을 획일적으로 지정함으로 몇 년후의 건설경기라는가 사업의 장애가되는 사회적인분석 미래를 예측치 못하고 과다의 정비구역을 고시하게 되는데 특히 건설경기침체는 정비구역의 사업의 지연으로 이어지고 법률적인 측면에서 정비구역의 건축행동규제는 점점 구역의 슬럼화를 만들어 내고 있다. 그리고 사업구역의 해제의 목소리가 커지는등으로 해제로 인한 공공부분의 역할이 커져나가고 있는 실정인데 특히 사업의 성패를가름할 정비기금충당이 중요한 변수로 작용하고 있다. 전국적으로 청주시또한 정비구역이 축소 되고 있고 사업의 성공이 담보되지않고있는실정으로 연구를 통해 알 수 있다.

정비사업의 형태도 기존의 방식을 벗어나 새로운 정비패턴이 만들어지는데 전면 철거방식의 지양을 원하는 상태지만 대부분의 정비구역의 주민들은 전면철거를 원한다는 설문을 통해 알 수 있었다. 기존 정비구역의 사업의 성패는 건설경기의 활성화와 정비 기금의 넉넉함이 필요한데 어느하나 충족할 수 없는 여건이다.앞으로 당분간은 정비사업은 대도시시를 제외하곤 소규모로 될수밖에없는데 청주시도 그부류에 포함될 수밖에 없는 것으로 사례를 통해 알수있었다. 점점 기반시설에 대한 공공의 역할이 커져야하는거로 변화하고 있다. 자발적인 주민참여에 의한 정비사업이 필요해지고 있음을 알 수 있다.
