The Law of Mountain Area Maintain states that 'basic rules of Mountain Area Maintain in Korea is to enhance the production of Forestry and control rising public roles of Forest and the diversion of Mountain Area should be nature - friendly method.' According to the Law of Mountain Area, a Mountain Area appropriate to forestry management is classified as a Land for Forestry. The Mountain Area required for preservation is classified as a Mountain Area for Public. In order to promote the public interest of forestry, the Mountain Area carrying high possibility of development is classified as a semi-preservation area.
Until now the study has been focused on the degree of usage through the development of Mountain Area. Recently the study on the environment-friendly method to develop the Mountain Area has been a partly done, study on the Maintenance of Mountain Area to induce development regarding the regional characteristics and the division of Mountain Area, and to match with the surrounding environments. Therefore, this study draws the method to manage the problem of permission for the diversion of Mountain Area, through the analysis of diversion of based on division of the Mountain Area.
On the subject of the place, people can get permission of diversion of Mountain Area where they can collect soil and stone and appropriate forest-land use in the region of Gwangyang, Chonnam. The study shows these results. 1. Setting the distance-based division from developing areas of Mountain Land with near-distance within 500, middle-distance of 500-1000m, far-distance of over 1000m, we could draw the problems of established-allowance system and also present the new standard and measure to preserve forestry view and eco-environment near the allowanced area. 2.
From the result of scenic-eco systematical analysis in each developing place near the Mountain Land for public, we should consider the allowance of the adjacent areas within 500m from the Mountain Land for public, in order to ensure original public functions of Mountain Land like protection of disaster, preservation of water resources, protection of natural ecosystem, the protection of natural scene. 3. By illustrating each kind of development patterns to the map of Mountain Land for use, we can manage the Mountain Land suitable to the purpose of division of Mountain Land, and evading from existing custom which checks only its legal limitation, while approving and allowing.
And we can also judge the possibility of improvement of approving-allowing system which is general and practical, regarding the method of division of Mountain Land and surrounding view. 4. Change the concept of managing of drawing from the simple concept of register-management for allowance to the concept of drawing-management, enables us to know definitely the situations of development. We can also present the sources convertible from permission-based Mountain Area management by a unit of plot to exclusive management system of regional Mountain Area. 5. By preparing the sources to discriminate definitely both the place to develop and the place to preserve.
While developing the Mountain Area, we can preserve the scene, relieve the impact caused by development and also keep the width of forest which connects a scene with the axes of ecosystem.
