도시·주거환경정비기본계획 수립 과정의 리스크 관리 방안을 분석했다.

도시및주거환경정비법 제3조(도시·주거환경정비기본계획의 수립) ①특별시장·광역시장 또는 시장은 다음 각호의 사항이 포함된 도시·주거환경정비기본계획 (이하 "기본계획"이라 한다)을 10년 단위로 수립하여야 하여야 하는 규정에 의하여 지자체는 기본계획을 수립하고 있다. 또한 5년 단위로 타당성검토를 통하여 기본계획을 수정하고 있다. 이러한 기본계획수립의 과정에 있어 불합리하거나 현실과 맞지 않는 계획의 수립으로 인하여 사업이 지연되거나 무산되는 경우가 발생하고 있고 특히 기본계획의 수립은 사업진행에 있어 가장 중요한 틀을 구성하는 것임에도 불구하고 철저한 준비나 조사없이 이루어지는 사례가 있고 사업주체인 주민들을 상대로한 충분한 사업적 설명이 없이 수립되는 경우가 있어 이에 기본계획의 수립에 있어 좀 더 체계적인 계획의 수립이 가능하도록 기본계획 수립과정에 있어 발생할 수 있는 리스크를 고려하고 검토하여 불확실성을 감소시키고 실현성있는 계획이 수립되도록 하고자 한다. 따라서 본 연구는 기본계획수립단계에서 발생할 수 있는 리스크 인자를 식별 및 분류하고, 리스크 발생확률과 발생강도를 측정하여 리스크 정도를 제시하고 그 대응 방안을 수립하는데 목적을 두며, 궁극적으로 기본계획수립에 있어 리스크관리의 기초적인 자료를 제시하고자 한다.

본 연구는 기본계획수립에 있어 리스크 관리 시스템을 구축을 위한 기초적인 연구로서, 리스크 식별/분석/대응의 3단계로 이루어지는 리스크관리절차에 준하여 진행한다. 연구의 수행절차 및 방법은 다음과 같다. (1) ‘도시및주거환경정비법’을 중심으로 국내관련 문헌 및 기존연구의 고찰을 통하여 기본계획수립의 절차 및 주요업무내용을 파악하고, 리스크관리절차 및 방법에 대한 이론적 고찰을 수행한다. (2) 기본계획 수립의 업무 흐름에 따른 수립절차를 체계화하고 세분화하여 리스크식별을 위한 체크리스트를 개발한다. (3) 개발된 체크리스트를 바탕으로 기본계획수립지역의 사업추진현황을 체크하고 도정법에 의한 사업경험이 있는 관련자를 대상을 설문조사를 실시하여 리스크 분석을 위한 리스크 발생확률과 강도를 측정한다. (4) 발생확률과 강도분석의 결과를 바탕으로 각 계획수립단계별로 리스크 정도를 제시하고, 그 결과를 바탕으로 전략적 대응 방안을 도출한다. 마지막으로 본 연구의 결론을 서술하였으며 향후 좀 더 연구가 필요한 부분에 대한 의견을 실무적으로 간단히 피력하였다.
