A modern cadastral system of Korea was established through the land title survey and the woodlands project in the 1910s. The land title survey in Korea aimed at making fiscal cadastres for taxation just as in any embryonic stages of land title survey in other countries.
As a result, the problem of accuracy of land boundaries was aroused as the land survey focused on delimitation of areas rather than precise demarcation of boundaries. Since then, the Korean economy experienced a rapid growth, and the national development and land utilization were diversified. As land titles also changed hands frequently, discrepancy between actual land boundaries andborderlines in land registration maps were often reported. Recently, it became a serious problem in maintaining land registers. As Informatization progresses in the Korean society, the need for accurate figures of land registers for computerization is increasing by local governments and related agencies.
Therefore, the need for computerization of land registers was raised in order to maintain and provide more accurate land register information. Parcel-based land information system (PBLIS) needs to be introduced to keep up with the Informatization in the 21^(st) century. In such a context, the implementation of cadastral resurvey came into limelight to solve the current problems and to create a new land registry system in line with the Informatization in the 21^(st) century. A cadastral resurvey is a project to re-examine and re-measure land information across the nation, and it needs enormous time, personnel, financial resources, and technologies.
For an efficient implementation of land resurvey, it is required to enact a special law as a way to secure financial supports, personnel, equipment, and technologies, considering the importance of land resurvey. Furthermore, an independent exclusive apparatus needs to be installed to manage this project in the national level, and administrative bodies of cities, provinces, and districts should participate in the land resurvey project.
As a way of obtaining financial resources, it is recommended to increase issuance fees and reading fees of registers, to introduce a land lottery, to issue government and public bonds, to create a land resurvey tax, and to share with participating companies in the land resurvey project. It is also suggested to use the latest technologies such as GPS survey, aerial photograph survey, and T/S (total station) survey.
