일 필지 경계확정측량을 이용한 지적재조사사업 실시 방안

일 필지 경계확정측량제도를 지적재조사사업에 도입하는 방안을 제안했다.

최근에 공포된 지적재조사사업의 일환으로 추진될 세계측지계 기준의 디지털지적 구축을 하는 데 있어서 보다 더 적극적이고 합리적인 방법으로 지적재조사를 추진하자는 취지에서 이 연구는 일 필지 경계확정측량제도 도입을 제시하고 있다. 일 필지 경계확정측량제도는 기존의 경계복원측량 중 건물을 신축할 때 경계복원점들을 확정하고 세계측지계 좌표로 등록하여 면적조정에 대한 청산을 하자는 개념이다. 따라서 이 연구는 최초로 제시하는 일 필지 경계확정측량제도의 개념을 정립하기 위해 지적재조사사업의 현황과 일 필지 경계확정측량제도 도입을 위한 현황 및 문제점들을 알아보고 그 개선방안을 도출하여 지적재조사사업의 궁극적인 목적인 현황과 지적도면의 불일치에 따르는 문제점들을 좀 더 적극적인 자세로 해소하여 지적재조사사업에 임하자는 논고를 담고 있다.

To build up digital cadastre according to the World Geodetic Frame Standard that has proclaimed recently as a method of cadastral resurvey project, this study suggests introduction of one parcel boundaries readjust survey system for further rational and accurate method of cadastral resurvey. One Parcel Boundaries Readjust Survey is a system that determines boundary beacon when constructing new build structures and register in the World Geodetic Frame thus concluding previous areal rearrangement.

Therefore, this study looks into the root problems and current status of adastre and the problems in the present laws related on this issues to more actively establish the concept of the parcel boundaries determination measurement system that will be first introduced in Korea so that we can make right and settle the inconsistency between the cadastre and the actual status and its related problems.
