남ㆍ북한 통일 후 북한 토지 정책의 정립에 관한 연구 : 합의 통일을 중심으로 = After reunification of North and South Korea, the research about the policy of government related with real estate in North Korea

통일 이후 북한의 토지소유제도와 토지정책 정립 방안을 연구했다.

In 1990s, there are epoch-changes in the Korean peninsula. The atmosphere of reunification have settled through several events: North Korea joined the United Nations, the joint statement of denuclearization, the investigation of IAEA(International Atomic Energy Agency) about nuclear facilities in North Korea, The breakdown of the summit conference of Kim, Young-sam, the ex-president of South Korea and Kim, Il-sung the ex-chairman of the North Korea because of the sudden death of Kim, Il-sung the summit conference of Kim, Dae-jung, the president of South Korea and Kim, Jung-il, the chairman of national defence committee.

However, there will be numerous tasks to solve after reunification of two Koreas. In this thesis, I made a study of the policy related real estate in North Korea among various tasks and I suggested to let people own the selective private land gradually. Even though there are expected so many problems about nationalization of land, Land should be nationalized after reunification of two Korea taking the example of reunified Germany. Reunified Germany have financial problem caused by the compensation of private land and now 2.5 millions sues are brought against German government, which have troubles to retake estate.

Therefore, I also researched about restraining of speculation in real estate, unsolved problems related the right to own property, the problems related the right to own and use property after reunification of two Koreas. In my personal opinion, Two Koreas are expected to reunify in 10 years. Since researching the reunification of two Germanies, I think that it is necessary the unification policy of 3 steps to be reunified.

Finally, I suggested the policy to own property focusing on problems which is expected after reunification of two Koreas First, Nationalization of whole land in North Korea and to people own private land gradually Second, the different land policy between reunited German and Korea Third, conversion the land system of owner-oriented to the land system of user-oriented Forth, finding ways to handle the unsolved the right to own property Fifth, restraining of speculation in real estate in North Korea Sixth, dealing with the Demilitarized Zone Seventh, the Establishment of exclusive charged organization and quick announcement of the special law about land policy.

Eighth, after reunification, it is expected a chaos so it is necessary to restrain people visiting South and North Korea temporarily and to announce early the special law(land policy) before reunification.
