Korea has experienced a high economic growth brought about by the economic development plan after the 1960s. However, that economic growth in Korea was achieved through concentrated investments in special areas and caused an ill-balanced development growth among the different areas The government set up and promoted a project for the National Land Development Plan in order to use and develop the land in the most efficient way. The National Land Development Plan which was set up after the economic growth pole theories of F.Perrous and J.R.

Boudeville were applied in two stages from 1972 to 1991 Through that the provinces of KYEONGI and YEONGNAM that had because of their good location already a strorg base for industries became industrial strongholds For correcting such a progress of typical ill-balanced growth an area policy is needed.

This study is suggesting an area oriented economic growth policy in order to correct the ill-balance among the different regions caused by the growth stronghold development This means that the autonomy of the area economic policy has to be strengthened and instead of controlling things directly an indirect development method should be designed, as well as establishing a growth plan that fits the situation of the area after having improved the coordination among regional planning.

This can be achieved by selecting a policy that equally investments in the all around areas, as wanted by the people, and putting up the goal for regional balance, as it is aimed by the national multiple purpose land development plan.
