도시계획시설 결정 과정의 주민참여를 활성화하는 방안을 연구했다.

우리나라는 도시화, 산업화 이후 급속한 경제발전과 외부환경의 변화로 새로운 도시기능의 수요가 늘어나고, 지방자치제도 부활로 각 도시는 이같은 새로운 기능을 수용해 그 특성을 기초로 발전을 꾀하고 있다. 이에 상응하여 주민들의 의식 및 소득수준이 높아져 질 높은 생활환경을 요구하고 있다. 도시화의 성격에 따라 도시는 그 영역의 확장뿐만 아니라 담당하여야 할 기능도 고도화 되었다. 이러한 도시의 물리적 확장과 밀도증가 그리고 도시기능의 다양화와 복합화에 따른 도시민들의 사회적 문화적 욕구와 다양한 여건에 따른 다중, 다원적 필요를 충족시키기 위하여 각종의 시설들이 필요하게 되었다. 이 처럼 시가화 영역의 확대와 과밀화에 따라 시민들에게 필요한 도시 공공기능을 담당하는 도시계획시설도 필요한 것이다. 창의적인 지역개발과 발전을 위해서 국가, 지방자치단체와 주민을 기초로 하는 시설설치가 완성되어야 행정기관과 주민사이의 불신감 해소와 공동목표를 가지고서 지역발전에 큰 효과를 나타낼 수 있다. 현재까지의 우리나의 시설결정과정에서의 주민참여는 형식적인 부분에 치우치고, 행정기관 주도의 획일적이고 일방적인 형태로 추진됨으로 인하여 실질적인 주민참여가 이루어지지 않고 있다.

본 연구에서는 도시계획시설결정 과정의 도서에 나타난 관련주체들의 의견을 분석 검토하고 주민참여에 따른 관련주체들과의 이견발생 등에 나타난 문제점에 대한 개선방안과 현 제도의 올바른 방향을 정립하고, 제도상 문제점을 도출하여 개선방향을 제시하고자 한다. 본 연구는 도시계획시설 결정사례의 개요, 관련주체 내용분석, 종합 및 시사점 등을 중심으로 그간 발생된 사례를 분석하여 개선방안을 제시하고자 한다. 첫째, 지역발전과 주민이용의 편의를 고려한 주민의견 참여의 보장이 이뤄져야 할 것이다. 시설에 대한 실이용 및 수혜를 누려야 할 사람들이 주민이기 때문에 주민의사가 반영된 시설결정으로 이후에 일어나는 문제점에 대해서도 주민과 함께 고민하고 책임지는 바람직한 방향이 정립될 것이다. 둘째, 보수적이고 관료적인 행정기관 위주의 획일적 정책에서 벗어나야 한다. 과거의 개발이라는 명목하에 주먹구구식으로 국가의 정책에 의한 개발로 인해 아직도 주민은 국가정책에 대한 개발에 민감한 반응을 보이고 있다. 국가 스스로가 과거의 획일적 정책에서 벗어나 보다 지역주민과 가까운 관계를 유지하도록 노력하고 주민과 함께 지역발전이 이뤄질 수 있도록 새로운 행정기관의 정책이 마련되어야 할 것이다. 셋째, 시설종류에 부합하는 각 지방자치단체의 실과에 의한 협의가 이뤄질 수 있도록 하는 개선대책이 필요하다.
