지적재조사 사업비의 효율적 관리 방안 연구

지적재조사사업의 사업비를 효율적이고 신뢰성 있게 관리하는 방안을 연구한다.

The purpose of this research is how to efficiently and reliably manage the cadastral resurvey project cost during a period of cadastral resurvey project. According to government reports, this project needs at least 19 years and large budgets(13 billion dollars). Nevertheless, there is no mention about managing project cost in ‘the special act on cadastral resurvey’ and ‘cadastral resurvey project basic plan’. Therefore, this paper suggests that establishing cadastral resurvey project fund is the most suitable solution to efficiently and reliably manage cadastral resurvey cost. In addition, in order to implement this suggestion, revision of the act is needed as a mandatory requirement.

본 연구는 지적재조사 사업비를 효율적으로 관리하는 방안을 마련하는 것이다. 지적재조사 사업은 상당한 기간(19년)동안 많은 예산(약 1조 3천억 원)이 소요됨에도 불구하고 「지적재조사에 관한 특별법」이나 ‘지적재조사 사업 기본계획’에도 지적재조사 사업비를 어떻게 관리할 것인지에 대해 별다른 언급이 없다. 따라서 지적재조사 사업비를 효율적 안정적으로 관리하기 위한 방안으로 지적재조사 특별회계 설치와 지적재조사 기금을 설치하는 방안을 검토하고, 최적의 방안으로 지적재조사 기금을 설치하는 방안 제시와 이를 실현할 수 있는 법률개정안을 제시했다.
