The real estate autonym system is a system to cause to register real estate by the autonym right holder and was enforced by July 1, 1995 with the keypoint of rescission of trust in name. The existing trust in name was caused to he transferred to autonym during the grace period for a year after enforcement of the law and 70,000 or more cases in total of the trust in name were transferred to autonym.

Since the execution of autonym system for real estate the land price was returned to stabilized trends and the price for medium & large houses in the housing market shown dropping trends and in case of a small apartment shown steady increasing trends and the transaction pattern changes to mainly for actual demanders. The success or failure in the autonym system will he depended upon whether the said system settles its position as soon as earlier as routine practice or not. For this some of the systems must he supplemented. 1) The substantial deliberation system for registry by the registration officials must he introduced.

To try to execute the substantial deliberation system for limited time may he an alternative to the violator of Article 7 (Penalty provision) of the Law. 2) The restrictive system in land transaction must he alleviated or rearranged. Since the restriction in land transaction is complicated and lack of linkage among the restrictive means this has to he clearly rearranged. 3) A reasonable rearrangement between the Autonym Law and the Taxation Law must he made.

The ultimate purpose of the autonym law is in attaining normal transaction of real estate and in order to be helpful for accomplishment of this purpose the adjustment on tax assessment by phases of acquisition, possession and disposal is necessary. 4) Securing real estate for business of enteprises due to enforcement of the autonym system must not he difficult but rather requires for institutional supporting measure. Since the real estate autonym system is a measure to stabilize the transaction order in real estate market a multiplicated analysis of moves in the real estate market affects impact by this system must be kept studied.

Now, we are faced to the IMF times we'll be required for transparency by every transaction as well as the epoch-making disclosure in all areas. Since therefore, we have to expedite rearrangement in all restrictions those are complicated and unnecessary in order to settle the autonym system even for strengthening the competitive power by ourselves.
