지목제도의 개선방안에 관한 연구

토지 이용정보로서 지목 분류체계의 개선 방안을 연구했다.

지목은 토지의 주된 사용목적 또는 용도에 따라 토지의 종류를 구분하여 표시하는 명칭으로서 토지의 소재, 지번, 경계 또는 좌표 및 면적 등과 함께 필지를 구성하는 중요한 요소이다. 현대 사회가 정보화·다양화·도시화됨에 따라 현 지목은 토지의 이용을 정확히 표현하는 데 한계를 드러내고 있는 것이 현 실태이다. 현재의 지목체계는 100여 년 전 지적제도가 창설되어 온 이래 몇 번의 개정을 거쳐 발전해 왔지만, 현대의 지적정보 사용자의 다양한 요구에 적절히 부응하지 못하고 있는 실정이다. 본 논문에서는 지목분류의 체계를 세분화하여 지목의 다양성 및 토지정보로서의 적시성을 확보함으로써 지목이 실질적으로 효율적인 국토관리의 토지기반정보로서의 역할을 수행할 수 있도록 하는데 목적이 있다. 지목제도의 개선방안으로 지목분류의 세분화 방안을 제시했는데 세분화방안은 대분류, 중분류, 소분류의 개념을 채택하였다. 지목을 계층화, 구조화시킨 상위개념의 대분류, 현 지목체계를 유지시켜 활용한 중분류, 중분류아래 지목과 토지관련법규와의 상관관계를 고려한 소분류로 구분하였다. 지목분류의 세분화를 통한 지목제도의 개선을 통해 국토조사관련분야, 공시지가관련분야, 토지관련법령분야 등 토지에 관련한 제반분야에서 지목이 토지행정의 기초자료로서의 역할을 충분히 수행할 것이다.

Land category classifies and shows the types of land according to the main purpose of land use, and it is an important factor that makes up a lot of land, along with the location, lot number, boundary, coordinates, and area of it. As the modern society becomes information-oriented, diversified, and urbanized, the current land categories are reaching their limits in properly indicating the use of land. Although the existing land category system has improved with a few revisions made to it since the establishment of the land registration system about a hundred years ago, it is not exactly keeping up with the various demands of the users of the modern land registration information.

This study is intended to play a role as the land-based information for the effective management of our national land by subdividing the land category classification system, making it possible to assure its appropriateness as the land information. I have suggested the subdivision of the land category classification system as a way to improve the land category system. The subdivision consists of large, medium, and small classification.

The large classification stratifies and structuralizes land, the medium classification mainly maintains the current land category system, and the small classification considers the relationship between land categories smaller in size than those which fall under medium classification, and land law. Through improvements in the land category system by subdividing the land category classification, land categories will serve as the preliminary data for land administration in various fields of land, including those related to land investigation, declared land value, land law, etc.
