역사 문화환경을 고려한 도심문화지구 조성계획 : 서울시 종로구 삼청동 일대를 중심으로

역사문화환경을 고려한 도심문화지구 조성계획을 연구했다.

오랜 역사를 가진 많은 도시가 곳곳에 산재한 시간의 흔적들이 파괴되고 사라짐에 따라 전통적인 미(美)와 시간적 연속성을 찾아볼 수 없게 되는 안타까운 일들이 발생하고 있다. 이러한 시간의 자취를 효율적으로 보전하고 도시생활 속에서 단순히 물리적 수요를 충족하는 것만이 아닌 문화와 역사라고 하는 정신적 환경요소를 포함하는 문화적 기반을 준비하는 것은 중요성을 갖는다고 하겠다. 과거 도시는 철거재개발을 통해 도심을 근대화하겠다는 정책으로 인해 고유의 특성을 잃어가고 역사성과 전통문화공간을 훼손하였다. 이는 근대 이후 급격한 산업화와 도시화 속에서 과거 자생적으로 형성되어 왔던 공간구조가 조정과정을 점진적으로 겪지 못하고 급격한 변화를 통해 재구성되었기 때문이라 볼 수 있다. 이러한 과거의 도시관리정책으로 인해 고유의 특성을 잃어가고 역사성과 전통문화공간을 훼손한다는 지적이 대두됨에 따라, 도심을 쾌적한 문화중심지로 육성하고 단순한 업무나 상업 중심지를 넘어 역사, 문화, 서비스에 대한 국제화를 대비하는 변화를 보이고 있다. 따라서, 도시공간의 새로운 접근과 과거 역사와 문화, 그리고 현대의 문화가 공존하여 도시의 정체성을 유지하면서 도심공간의 활력을 되찾을 수 있는 방법이 필요한 시점이다.

본 연구에서는 이러한 방법으로 역사문화환경을 보전하면서 기존의 맥락을 최대한 유지하면서 대상지역의 정체성을 강화하고, 활용가치를 높일 수 있는 방법론으로써 역사·문화환경을 고려한 도심문화지구 조성계획를 제안하고자 한다 이에 따른 연구의 방법은 다음과 같다. 첫째, 역사·문화환경을 보전하고 활용하는 방법과 이론, 법제도, 관련사례를 고찰하여 문화지구 조성의 방법론을 모색한다. 둘째, 대상지의 역사문화환경을 고찰하고, 물리적 환경, 비물리적 환경을 분석하여 보전, 조성, 조정, 정비의 구역을 구분하여 각 구역별 설계요소를 도출한다. 셋째, 각 구역에 적합한 계획방법을 추출하고 구상한다. 이에 따라 지구단위계획구역을 설정하고 조성지침을 작성하며 문화지구 조성계획을 수립한다. 넷째, 각 구역을 주변 역사문화환경을 고려한 지구조성을 위한 조성계획안을 제시한다. 마지막으로 결론을 도출하고 연구의 의의 및 향후과제를 제시한다. 본 연구는 도심과 인접한 역사문화환경이 양호한 지역이 기존의 공간의 질서를 유지하면서 개발의 압력을 효과적으로 대응하고 수용할 수 있는 유 도방안과 기존 역사문화환경 및 전통생활공간의 보전을 도모할 수 있는 대 안적 방안을 제시함과 동시에 주거민의 생활공간의 악화방지와 환경정비를 포함한 종합적인 지구조성계획안을 제시하는 데 있다.

In view of the fact that the sudden urban development gives a rise to side effects that lose the essential characters of place and destroyed the historical place, that urban core oriented business and commercial is reformed cultural district oriented pedestrian seems usefulness. And it seems the preparation of globalization. Therefore, it is necessary of new approaches of urban space and methods that vitalize the urban core in urban development. And considering the urban structure that has been covered in historical time, there must be apply in the urban redevelopment and management.

In this context, this study proposes the following urban design with Conservation of Historic Culture for the Urban Cultural District Development. Firstly, research about design methodology of conservation of historic cultural environment by considering theory, law, system and relating examples. Secondly, extract the design elements and potentiality through historic cultural environment analysis, physical and nonphysical environment analysis. And divide the district that are classified conservation, construction, adjustment, and improvement district.

Thirdly, choose the appropriate design method, establish the urban design district which has different characters, show the design guide line and establish the planning of the Urban Cultural District Development. Fourthly, show the Urban Design Proposal with Conservation of Historic Culture for the Urban Cultural District Development. Finally, draw the conclusion and suggest the urban design proposal that include the Urban Cultural District Development. This paper shows that the proposed design is to establish a development standard with conservation of historical environment and urban cultural district development considered the traditional residential environment.

And this paper suggest practical plan considering conservation of potential historical environment and holding adaptability that may functionally accommodate the present urban development that may height functional characteristics while maintain the existing urban context.
