Real estate consulting refers to activities in which qualified real estate professionals provide advices, suggestions, consultations or participate in real estate management by offering his/her objective and reasonable opinions related with various real estate activities based his/her diverse knowledges and experiences, so that the client may make the best choice. Real estate consulting requires more expertise and credibility than any other fields of real estate business, as it involves acquiring the information related with various real estate activities - acquisition, development, use, management, disposal, etc.
- as well as providing highly advanced real estate techniques and information for the client in need of consultation. In addition, diversification and specialization of modern industry activities led to diversification of real estate activities, which in turn led to elevated demand for real estate expertise: that is why the profession of real estate consultant has rapidly grown in terms of significance. In advanced countries, the science of real estate is alive with various researches and education as a field of applied social science.
As Korea entered the stage of advanced industrialization, there has been growing need for professional real estate activities to promote reasonable use of the national land resources and gain the most benefit and profit from the industry. Such circumstances direly require institutional improvements and advancements of real estate consulting, so that it may play a role of the trustworthy domain of professionals.. Real estate consulting was first introduced in Korea in the late 1980’s. While there have been sporadic consultation activities along with those activities for meeting domestic demands, the field is regarded as having yet to grow out of its infancy.
In particular, there is no established business areas or scopes due to the lack of the relevant qualification system or governing legislations, blocking the field from securing its status as a professional occupation field in its true sense. In light of the above discussion, in this study, the author explored the current status of the real estate consulting industry in Korea along with deficiencies and points of improvement in terms of the institution.
Also the author compared the Korean case with real estate consulting systems overseas where the field has secured its status and demonstrates lively activities and, based on such comparative study, provided the following suggestions aimed at advancing the Korean real estate consulting system and securing its competitive edge in this era of globalization. First, this study proposed improvement of the relevant laws and reinforcing the relevant systems related with real estate consulting. Currently there is no legal.
institutional ground for official qualification system, authorization or registration system, regulation on consultation business and use of the title and standards for founding associations. The reality is that there are many cases where the consulting industry is abused as a legal ‘blind spot filled with illegal or expedient manipulations: some people manipulate these institutional holes to operate effectively illegal real estate brokerage businesses using the title of ‘real estate consulting’, or charge unfairly high fees under the pretext of ‘consulting fees’.
Therefore, each association within the real estate industry should take necessary actions such as adopting the qualification system for real estate consultants, setting up effective regulations for the real estate consulting business and establishing plans for continuous management.
The government also should come up with active plans to lay the legal and institutional foundation for the real estate consulting business, improve the social image of real estate consulting and promote sound development of the real estate industry, which may include: legislation of laws related with real estate consulting and consolidating/streamlining the abstract legal grounds scattered among a number of legislations. Second, this study proposed the necessity of adopting an official qualification system and expanding the system for continuous human resources management.
Continuous development of the Korean real estate consulting industry can be achieved only through adoption of a credible official qualification system and expansion of a system for continuous human resources management such as establishment of expert training systems. Computerization of information/data and active development and distribution of real estate computer systems led to acceleration of specialization, systemization, enterprising and commercialization of real estate information.
In order to properly respond to expected changes in real estate development, management, finance, marketing and analysis, as well as to promote sound development of the national economy and maximization of the investment profit through reasonable use of the national lands and optimal resource distribution, it is imperative to expand the systems for fostering real estate consulting professionals and effectively training and managing those human resources.
Third, this study proposed the necessity of dividing up the job areas of real estate consulting and establishing the payroll system, as well as a plan for continuous development and advancement of the Korean real estate consulting industry through expansion and efficient management of the Comprehensive Real Estate Information System Finally, this study proposed a plan to enhance the international competitive edge of the Korean real estate consulting industry through business rationalization.
After the Foreign Currency Crisis, leading real estate consulting companies from overseas are rapidly entering and overtaking the Korean real estate consulting market with their advanced techniques and massive capital. The situation is even more serious as the Korean real estate service industry as a whole
