초록
Adjoining Zone to Road which is introduced to cope with traffic demand caused by urbanization and industrialization, has been recognized as an unreasonable regulation infringing on the private landownership because it was operated only as a method of restricting development activities despite the legal purpose of protecting road safety and aesthetics. So far, spatial management on roadside land has not been performed properly in terms of urban planning with the following limitations that Adjoining Zone to Road that stem from the Road Act designates and manages roadside land within the scope specified by the Act and that Adjoining Zone to Road is managed with uniform regulation.
Therefore, Adjoining Zone to Road needs to establish a management plan in terms of urban planning that considers both prevention of urban sprawl and planned development since roadside land originally has been a center of a transportation hub and, with high development pressure, played a role as a crucial resource of regional development. However, there is no study regarding Adjoining Zone to Road in the field of urban planning other than the road sector because the Adjoining Zone to Road stems from the Road Act.
Accordingly, through the spatial analysis technique using GIS methodology and applications, this study intends to examine the characteristics and the development characteristics of the land in the Adjoining Zone to Road, and to present a model for analyzing the impact on urban development density to provide basic data to be utilized in establishing urban management plan. This study selected the Adjoining Zone to National Roads and Local Roads of Pyeongtaek City as study area. To analyze land characteristics and development characteristics, this study adopted GIS spatial analysis technique to extract the parcel information and classify it by parcel type and segment type.
Also, as a development density index for analyzing the characteristics of urban development, multiple regression analysis was carried out with the urban development parcels ratio as a dependent variable, and each variable was applied after analyzing the correlation through scatter analysis. Finally, this study classified the types of urban development density characteristics by using indicators analyzed as development characteristics, and propose a management plan for the Adjoining Zone to Road. The results of this study are as follows.
First, in regarding with the characteristics and development characteristics of the Adjoining Zone to Road, associate variables are not correlated with the development characteristics of the Adjoining Zone to Road. It is considered that the influence of the Adjoining Zone to Road itself is very small because despite the development control policy for the Adjoining Zone to Road, development is mainly made by external factors. But it is necessary to supplement factors that can distort the results such as the cancellation of the Adjoining Zone to Road of the residential community and the development by land division.
Second, the road type and number of lane, which is one of the characteristics of the Adjoining Zone to Road, have no significant effect. However, there is some correlation between the Adjoining Zone to Road and the road type by finding that in the case of general type of roads, the effect on development index shows a significant difference according to the number of lanes and that most of the roads are classified into general type in the high-density area. Third, as a factor that have the greatest influence on urban development density, the ratio of planned management area was analyzed and used as an independent variable for final classification.
Fourth, this study adopted ratio of planned management area as development demand index, constructed portfolio matrix regarding the ratio of urban development land parcels as the development phenomenon, classified into four urban development density type, and suggested management plan by each type. When establishing the urban management plan for the improvement of the Adjoining Zone to Road system in the future, it is necessary to establish the policy according to the type classification by the urban development density characteristic. Where specific development takes place despite low development potential, "specific development management" is needed.
Where development potential and development phenomena are high, "management of prevention of urban sprawl" is needed. Where development phenomena and development potential are low, "guideline management" is needed to establish a long-term plan. Where development phenomena are low despite the high development potential, it is necessary to establish a "plan management" policy and establish an active development inducement policy. It is meaningful that this study provides basic data for establishing a spatial management plan for the Adjoining Zone to Road which has not been covered in the urban planning field.
Through this research, it is expected is to improve the rational and future oriented Adjoining Zone system reflecting the future situation. However, this study has been limited to specific study area, and there might be missing data because it mainly uses data provided by Korea National Spatial Data Infrastructure Portal. In addition, since only the land area is covered in the Adjoining Zone to Road, there is a limit to display all characteristics of the roadside land.
