기술의 변화와 지적행정 및 관리

기술 변화에 따른 지적행정과 공간정보 관리의 방향을 살펴봤다.

지적행정조직의 성공, 성장, 발전 등과 같은 조직의 효과성 측면에 보다 더 관심을 가지고 전략적인 접근 및 조직활동의 전개가 필요한 시점이라고 판단된다. 과연 지적분야에서는 지적행정을 수행함에 있어 ‘관리’의 중요성과 그 영역을 어디까지 어떻게 인식하고 방향설정을 하고 있는것일까? 라는 의문을 갖는다. 이러한 의문으로부터 출발한 본 연구는 공간정보기술, 측량기술(UAV), 지적을 기반으로 하는 공간정보시스템 구축의 사례를 살펴보았다. 그리고 최근 소개된 지적측량의 발전 방향성을 중심으로 검토함으로서 지적행정 범주 내에서의 관리 영역과 재 검토의 필요성을 살펴보고자 하였다. 또한 지적과 연계되어 논의되는 지하공간정보 구축 및 등록과 관련하여 최근에 수행된 연구물의 내용을 분설하였다. 그 결과, 기술의 변화는 필연적으로 행정전반의 변화를 점진적으로 유도해나가고 있다. 특히, 공간정보와 관련한 기술의 변화는 지적행정에의 변화 그리고 지적행정 영역에서의 ‘관리’의 관점을 통해 전략적인 체제관리(조직구조, 조직행태), 환경관리(지적 및 공간정보정잭, 품질), 자원관리(인력, 지적 및 공간정보) 제 측면의 강화 필연성을 확인하였다.

It is considered that it is time to take a more interest in the effectiveness of organizations such as success, growth, and development of cadastral administrative organizations and to develop strategic approaches and organizational activities. How far do the importance of ‘management’ and its area be recognized and directed in the field of caastre? This study, which started from this question, examined the cases of building spatial information systems based on spatial information technology, surveying technology(UAV), and cadastrre.

And by examining the development direction of cadastral survey recently introduced, the necessity of management area and re-examination within the category of cadastral administration was examined. In addition, the contents of recent research related to the construction and registration of underground spatial information discussed in connection with cadastre were explained. As a result, the change of technology is inevitably leading to gradual changes in the overall administration.

In particular, the change in technology related to spatial information was confirmed through the change in cadastre administration and the viewpoint of ‘management’ in the cadastral administration area, and the necessity of strengthening strategic system management (organization structure, organizational behavior), environmental management (cadastre and spatial information policy, quality), resource management (human resources, cadastral and spatial information) was confirmed.
