지역단위 디지털지적 구축 시범사업의 추진과정과 제도 개선점을 분석했다.

지역단위의 디지털지적구축 시범사업의 추진과정을 정책적 관점에서 살펴본 후에 세 가지의 시사점을 제안하였다. 첫째, 도심지역으로 갈수록 토지가격이 높아져서, 주민들이 경계조정작업에 따른 면적증감에 예민한 반응을 보이므로 시범사업의 경우 기존의 절차와 함께 수정된 절차를 병행하여 진행시킬 필요가 있다. 둘째, 사업추진의 용이성 및 비용 등을 고려하여 사업의 단계적·점진적 추진이 바람직하다. 셋째, 장기적 관점에서 현재 이원화 되어 있는 지적관리와 등기관리 업무를 일원화 할 수 있도록 새로운 모델을 정립함은 물론 관련 기관 및 이해 당사자들을 설득할 수 있는 합리적인 논리체계를 개발할 필요가 있다. After reviewing the process of pilot test on the regional digital cadastral map building this study suggest several implications about 3 issues. First, it is necessary to make new modified process of boundaryline adjustment because the residents are so nervous with the hihg price of land at the central area of a town.

Second, as to the pilot test process, it is desirable to accept incremental approach owing to budget and feasibility fo the project. Lastly, regarding the overall the project, it is important to set up the rational model and scenario for the persuasion with the organs and the residents concerned.
