1960년~1980년 서울 도시계획과 인구 분산

1960~1980년 서울 도시계획의 인구·기능 분산 정책과 인구변동을 분석했다.

이 연구의 시간적 범위는 도시계획적 측면과 행정구역의 변화 측면에서 서울이 확장되고 확장된 공간에 개발이 이루어지던 시점인 1960년부터 1980년까지로 하며 공간적 범위는 서울 전역으로 한다. 이 연구의 목적은 첫째, 1960~1980년 서울도시계획의 목적인 도심의 인구 및 기능 분산 정책을 확인하고, 둘째, 이 정책에 따른 서울의 인구변동을 분석하여 지역별 원인을 파악하고자 하였다. 이를 통하여 1960~1980년 서울의 확장과 도시개발 과정에서 형성된 지역의 도시계획과 정책의 실효적 측면을 확인한 결과 다음과 같은 세 가지 사항을 도출하였다. 첫째, 1960~1980년 지속적으로 논의된 도시문제에 따른 도시계획의 중대 목표는 도심의 인구와 기능의 분산이었다. 둘째, 1960~1980년 도시계획의 목표를 달성하기 위하여 부도심을 설정하였으며, 가로망 및 교토망 계획, 강북개발억제 및 강남개발촉진 등의 정책을 추진하였다. 셋째, 1960~1980년 도심의 인구와 기능 분산 정책의 효과는 일부 인정되나, 새로 편입된 지역의 급격한 인구 증가의 대다수는 새롭게 서울로 유입된 인구로 판단할 수 있었다.

The temporal scope of this study is from 1960 to 1980, when Seoul was expanding and development was taking place in the expanded space in terms of urban planning and changes in administrative districts, and the spatial scope is the entire Seoul. The purpose of this study was, first, to confirm the policy of dispersing population and functions in the city center, which was the purpose of the Seoul Urban Plan from 1960 to 1980, and second, to analyze population changes in Seoul according to this policy to identify regional causes.

Through this, as a result of confirming the effective aspects of regional urban planning and policies formed during the expansion and urban development of Seoul between 1960 and 1980, the following three points were derived. First, an important goal of urban planning according to urban issues that were continuously discussed between 1960 and 1980 was the distribution of population and functions in the city center. Second, in order to achieve the goals of urban planning from 1960 to 1980, a sub-center was established, and policies such as street network and Kyoto network plan, suppression of development in Gangbuk, and promotion of development in Gangnam were promoted.

Third, although some of the effects of the policy to disperse population and functions in the city center between 1960 and 1980 are recognized, the majority of the rapid population increase in newly incorporated areas can be judged to be the population newly flowing into Seoul.
