U-City (Ubiquitous-City) refers to a high-tech information city, where a city converges with Intellectual Technology (IT).
It is a newly emerged paradigm in city planning that is developed to solve city-related problems followed by the rapid economic development. Taking the full advantage of the high-tech information communication infrastructure, this is a comprehensive management system, which utilizes ubiquitous city technology to provide ubiquitous city service. Since the enactment of <Act on The Construction, etc. of Ubiquitous Cities>, 22 local governments in Korea established ‘ubiquitous city planning’ as statutory plans. ‘Ubiquitous city planning’ has become effective as a statutory planning only for about 5 years.
As the system is still in its infancy, this research seeks to analyze the current condition of all ubiquitous city planning that are established and further evaluate the improvement plans based on the purpose of the legislation and the preceding research. Specific method of analysis chosen for this research was basic content analysis, and the contents being analyzed include related documents and the proposal of the ubiquitous city planning submitted to The Ministry of Land, Infrastructure and Transport when requesting for approval.
There are 6 sectors of analysis: reflection of space initiative, public opinion, local economy, local conditions, connective cooperation, and diversity of the service provided. After thorough analysis, it is found that the plans have begun to appropriately reflect upon public opinion. However, other sectors such as reflection of space initiative, local economy, local conditions, and connective cooperation are in need of improvements, as either only a portion of the discussion is reflected or only a few local governments have included such sectors as part of their established plans.
In terms of diversity of U-services, most were concentrated on transportation, environment, crime and disaster prevention, and health, medical, and welfare. Meanwhile, there were insufficient services in the fields of logistics, labor and employment. Among the improvements that can be made to current ubiquitous city planning are strategies to extend each service to the entire city, or to the neighboring areas, for space initiative. Regarding public opinion, increasing the level of satisfaction for each service, rather than increasing the quantity, is needed as well as strengthening the role of the citizens.
In terms of local economy, promoting regional strategic industry by integrating it with the U-service can be considered. For local economy, resolution measures for conflicts within the stakeholders and promotions for private participation are suggested. In terms of connective cooperation, institutions exclusively for metropolitan area or metropolitan planning can be possible choices for the capital area. For the non-capital areas, solving digital divide and constructing regional service are viable options. Diversity of services can be achieved first through the continuous investment in R&D.
Additionally, service preference must be considered from the earliest stage of establishing a plan; by conducting surveys targeting employees in logistics, labor and employment, a wide variety of services can be offered. This research provides a complete and comprehensive analysis of all ubiquitous city planning established in Korea and proposes plans for improvements based on the shortcomings detected. However, this research has its limits as it excludes U-city projects that are carried out as a part of area/city-specific planning such as new town development, or that are included in regional information projects.
Technological aspect such as infrastructure and wire-wireless network could not be examined as well. Further research is needed in evaluating the planning established by each local government, as this research only classifies them into each stage. Various perspectives in evaluation, not limited to capital areas and non-capital areas, large cities and small and medium-sized cities are necessary. Lastly, the development of objective measure that can evaluate planning proposals is demanded.
