해양 관련 기관 관점의 해양지적

해양지적 도입을 위해 관련 기관과 제도 분석을 수행했다.

Due to limited land and the limitations of the development of ground resources, the importance of the ocean increases, and as territorial disputes among the surrounding countries endlessly take place in order to secure the territorial waters, interests in the introduction of a marine cadastre is heightened. Thus, this paper carried out an analysis of related institutions to introduce a marine cadastre.

Especially, it carried out an analysis on the information and research items the marine-related institutions produce for the introduction of a marine cadastre, examined the necessity of a multi-purpose marine cadastre system taking the characteristics of the ocean, and summarized the ranges and rights of various maritime boundaries. In addition, through the examples of the U.S. marine cadastre systems, it proposed the necessity of the introduction of the marine cadastre system fitting the domestic circumstances and that of the operations of marine cadastre working groups mainly composed of marine cadastre-related institutions.

In conclusion, as the importance of territorial waters is increasing, an early introduction of a marine cadastre system through the introduction of conference groups and working groups with the related institutions is necessary. 한정된 토지와 육상자원의 개발이 한계에 달해 해양의 중요성이 높아지고 있으며, 해양영토 확보를 위한 주변국가의 영토 분쟁이 끊임없이 발생함에 따라 해양지적 도입에 대한 관심이 높아지고 있다. 이에 따라 본 논문에서는 해양지적 도입을 위해 관련 기관들에 대한 분석을 실시하였다. 특히 해양 관련 기관에서 해양지적 도입을 위해 생산하는 정보 및 조사항목에 대한 분석을 실시하였으며, 해양의 특수성을 감안한 다목적 해양지적제도의 필요성과 다양한 해양경계의 범위와 권한들에 대해 정리하였다. 또한 미국 해양지적제도의 예를 통해 국내에 적합한 해양지적제도 도입의 필요성과 해양지적관련 유관기관들이 주축이 된 해양지적 워킹그룹 운영의 필요성 등을 제시하였다. 결론적으로 해양영토의 중요성이 높아지고 있는 가운데 유관기관들과의 협의체 및 워킹그룹 도입을 통해 해양지적제도의 조기 도입이 필요하다 하겠다.
