주택재개발사업에서 이해주체 간 갈등관계의 변화를 분석한다.

The aim of this paper is to analyze the conflicts relationships in order to develop measures to mitigate conflicts occuring in the process of housing re-development projects. This paper is based on the policy network analysis model well known as one of the most excellent models explaning the relationships between actors. The project analysed is the Housing Re-development Projects of the 1st Shinjung Regeneration Promotion Area, which is the largest in scale and has become an issue of the Regeneration Promotion Plan in the Second New Town Development Districts.

The current research analyzed the participants, their interactions, and the interrelated structures of the redevelopment in the entire stages of the project including the planning and implementation ones. The Stage comprises five processes: organizing the promotion committee, selecting the constructor, establishing the cooperative, securing approval for the development and planning for management and distribution. Additionally, major characteristics at each stages were identified. The results of this study reveal that policy actors related to the Housing Redevelopment Projects interact with each other in diverse and complex ways.

As for public institutions and owners of land, etc., they may make a conflict between public and private interests, leading to the relationships of conflicts. Unlike past redevelopment projects, most the conflicts of the recent re-development projects are originated from financial reasons of owners’ interests. As for interactions among actors, the relationships of conflicts and cooperation are maintained their goals. At the same time, actors with their own interests appeared to be cooperative in the open interrelated structures. They tended to be free from information sharing and communication.

However, those who have contradictory interests tended to display closed and disconnected interrelations, which led to a decision in which mutual communication or agreement might be difficult.
