We are faced with the social problems of unequal distribution of land and serious land speculation. Therefore, the primary objective of this thesis is to find the best measures for the eradication of land speculation as solutions to the problems by comparison and analysis of the current measures against land speculation and of land value taxation. Furthermore, as the ground of this proposal the secondary interest of the thesis is to discuss whether the idea of private land ownership is valid or not. First of all, the theoretical grounds for the land speculation such as the notions, causes, and effects are considered.

Then the present measures and land value taxation are consistently compared and analyzed in the economical, administrative and social aspects. It turns out that land value taxation is the excellent measure to solve most of land problems including land speculation, while the current government polices against the land speculation have serious defects. Here, Land value taxation is the system collecting as taxes the total of the rent of unearned incomes, admitting the private ownership of land. Thus, this system influences pervasively on the general land problems and is expected to solve most problems. Particularly, it is understood as the systematic measure eradicating the land speculation.

So, The admission of land value taxation is thought to be desirable to accomplish the goal of the eradication of land speculation.
