지구단위계획의 운영실태 및 개선방안에 관한 연구 -송파구 지구단위계획의 조정심의 결과 및 문제점을 중심으로-

송파구 지구단위계획 조정심의 사례를 통해 운영 문제와 개선방안을 분석했다.

초록 The purpose of this study is to identify problems in the District Unit Plan through the case analysis of civil petitions of Songpa district and to present directions for improvement of the District Unit Plan to enhance the urban environment. The results are as follows : Firstly, the guidelines that generate most civil petitions are associated with Joint-Development and building form such as roof design. So the use of Joint-Development regulation need to be cautious to reduce the impingement of private properties and administrative charges.

Instead of using compulsory regulations, community participation should be seeked at the time of plan making or make better use of incentive regulations to voluntarily make private developers to follow development guidelines. Secondly, the submission of development to the District Unit Plan's Adjustment Review tend to be decided on a case by case basis, quite often with different principal or standard at each occasion. Therefore in order to promote a more just review process, previous results of similar review cases should be available for both reviewers and public. Next, the expansion of Joint-Development can cause the problem of urban skyline, urban form, etc.

and result in quite a different urban environment that's originally planned. Therefore, the decision on Joint-Development should be made through comprehensive examination of development scale before and after. Also windfall profits through the development should be recaptured by the incorporation of preferred uses such as welfare facilities and community amenities. In order to reduce the number of 'Adjustment Reviews' that take up much administrative time and capacity, important policy changes and review principals should be made public through various forms of media.

If these suggested improvement directions are taken into account at plan making stage or in the operation of reviews, the current system of District Unit Plan may be improved.
