Since the housing redevelopment project is the only means of the mass- supply of the apartment houses in the built-up areas of the city, it may positively help to stabilize the housing market in terms of the supply & demand theory. However, in consideration of its attributes, due to the mass-loss of the houses in its process, the housing redevelopment project would well increase the demands for the housing rental (Chonsei) around its area only to increase the Chonsei prices.
Various researchers seem to show any special disagreement on this phenomenon. In relation with this, when 2 thousand or more houses are mass-lost, the system of adjusting the timing of moving out is operated. However, the delay of the housing redevelopment project would well delay the supply of new houses in a longer term and therefore, it would result in higher housing and Chonsei prices. Hence, it is deemed necessary to agonize over how to adjust the pace of the housing redevelopment projects and there is a great need for research for this.
In addition, such research like this need to comprehensively reflect not only the loss due to the redevelopment project, but also other factors that affect the surrounding Chonsei prices that occur within the redevelopment project process. Just as the loss of houses caused by the redevelopment project serves to increase the Chonsei prices in the neighboring areas, after the construction of houses due to the redevelopment project, Chonsei prices will fall because new housing supplies will be added not only in the housing transaction market but also in the housing rental market.
This study analyzed the timing, period and effects of Chonsei price changes caused by the events or loss and supply of the houses due to the redevelopment project to provide for the ground useful to decide on the speed of the housing redevelopment project. To be more specific, the object of researcher's review were the apartment housing complexes that would be lost and supplied in Seoul according to the redevelopment projects for the period from 2011 to 2020, and in order to measure the local effects of each redevelopment project, the researcher used a relative Chonsei index, excluding the common factor increasing the Chonsei prices in the Chonsei markets across Seoul.
As a result of the analysis, it has been found that when houses were lost due to the redevelopment projects, the Chonsei prices rose temporarily and after a certain period of time then stabilized to the level before the loss of houses caused by the redevelopment projects, and that when new houses were supplied due to the redevelopment projects, Chonsei prices fell temporarily and after a certain period of time stabilized to the level before the supply of houses caused by the redevelopment project. Such finding means that the impact of the two events spilled over the entire Seoul city.
And ‘The period of price fluctuation’ due to the two events was similar to that of 12 months for both loss and supply but the effect of price fluctuations was higher in loss than in supply.
Based on such results, it may be concluded that since the price rising effect due to the loss is larger than the price falling effect due to the supply, it may be conceived to treat the issue of the rise of the Chonsei prices more importantly for the housing redevelopment projects, however, this study analyzed the relationship between housing stock fluctuation rate and Chonsei prices, and therefore, considering the fact that the number of the houses supplied after the housing redevelopment project is larger than that of the houses lost due to the project, it may well be perceived that the difference between the price rising effect due to the loss and the price falling effect due to the increase of supply is not much wide.
Such a result would well support the argument that it would not be a wise choice to delay the housing redevelopment projects in fear of the temporarily rising Chonsei prices due to the mass-loss of houses due to the redevelopment projects.
