창원시 계획관리지역의 성장관리방안과 개선책을 제시했다.

The purpose of this study is to devise growth management planning for growth management zone selected from planned management zone where there is a concern about reckless development due to high pressure on the development from Changwon City Government, address problems of growth management planning, and thus propose improvement measures. The growth management zone is designated in consideration of regional characteristics and development conditions to prevent reckless development due to individual development permit in the place where the infrastructure is not installed.

The growth management planning is a plan that leads to the future planned development by predetermining basic directions regarding the designation of building use and installation scope of the infrastructure in the growth management zone. As a result of the designation of growth management zone, two locations were selected as candidates, and the result of devising growth management planning showed that there is a need to restrict building development with respect to the outside of the growth management zone, while inducing development permit after the installation of the infrastructure.

And it was found that problems arising from the growth management planning include the effectiveness problem of development restrictions inside and outside the growth management zone, the problem of ensuring infrastructure installation costs and imposing development costs. and the problem of residents’ awareness about the guidelines. Methods for solving these problems are to designate the future growth management zone in full consideration of regional status and conditions and set the verification of the designation effects forth as a premise.

And in devising growth management planning, it is required to ensure installation costs of the infrastructure and establish standards to calculate impact fee at a public level, and the understanding of landowners and local residents about impact fee, development restriction and guidelines should precede its implementation at a private level to increase the feasibility.
