서울 준공업지역 공장이적지의 관리 제도와 개선 방안을 연구했다.
초록
As the industries in Seoul need to be restructured to serve the ever-expanding knowledge-based industry and economy, it is argued that future of the quasi-industrial zones in Seoul should be redirected with the industrial policies redesigned. Recently, as Seoul metropolitan government began to comprehensively review how to manage the factory sites evacuated in the quasi-industrial zones in Seoul in accordance with the changing industrial structure, it is being argued whether their uses should be changed to allow for apartment houses and other uses.
The legal ground for change of uses for the factory sites evacuated is arranged in ''Capital Sphere Regeneration Plan Law'' (Article 11) and ''Law about Planning and Using of the National Land'' (Article 19), but since change of uses for these sites should be approved by local autonomous administrations, it may well depend on their industrial policies. Currently, Seoul metropolitan government keeps the policy not to permit any apartment house in the quasi-industrial zones according to its Urban Planning Ordinance (Article 35) for fear of possible encroachment on the industrial ground.
However, until July, 2000 when the criteria for approval of apartment houses in the quasi-industrial zones in Seoul was amended to be more prohibiting, wide factory sites evacuated had been redeveloped, accommodating various urban functions, but not in consideration of adequate urban spatial structure for the region; the results were unharmonious cityscape and inefficient land uses. In overall terms, the quasi-industrial zones in Seoul account for 4.6% (8.44 million pyongs) of the entire Seoul area, but apartment houses are prohibited in most of the zones except for the zones of non-industrial functions prevailing where apartment houses can be built.
In such circumstances, numerous small-scale apartment houses claiming to be elderly welfare houses and ''apartels'' or a varied version of officetel - both types of buildings are limitedly permitted in quasi-industrial zones - have been built disorderly among factory buildings by bending the law only to exacerbate the living environment and encroach on the industrial basis. Hence, Seoul metropolitan government is obliged to manage such evacuated factory sites by categorizing them into developable areas and industrial zones depending on their surrounding conditions and basic industrial functions.
Despite it continues to be argued that the wide factory sites evacuated in Seoul should have a great potential of being redeveloped partly because they are changing the urban environment in terms of the urban space and partly because the downtown land developable falls short in downtown Seoul, the city government has still to put forwards some alternatives. Thus, it is deemed necessary to make effective uses of the evacuated factory sites more flexibly, taking advantages of their strong points.
With such basic conceptions in mind, this study was aimed at suggesting some effective ideas for redevelopment and refunctioning of the evacuated factory sites in Seoul which can no longer play their industrial functions and thereby, presenting a futuristic management of them. To this end, the researcher sampled the wide factory site evacuated or scheduled to be evacuated at Gayang-dong, Seoul and thereby, designed a draft redevelopment plan for the site in consideration of urban space, profitability of redevelopment project and appropriate functions and uses.
The sample site owned by ''C'' factory and scheduled to be evacuated was as wide as 106,311㎡, being located in a quasi-industrial zone at Gayang-dong, Gangseo-gu, Seoul. This study consists of the following 7 chapters; The first chapter introduces background and purpose of the study. The second chapter theoretically reviews concept, definition and characteristics of the factory sites evacuated as well as causes and effects of evacuation, while reviewing the results from preceding studies. The third chapter examines the policies of Seoul metropolitan government for quasi-industrial zones as well as their overall conditions.
The fourth chapter addresses the problems of the current system for the factory sites evacuated in Seoul, focusing on Seoul metropolitan government''s relevant polices. The fifth chapter comparatively reviews domestic and foreign cases. The sixth chapter analyzes the conditions of the sample site and suggest some basic ideas for its redevelopment, and then, comparatively reviews the background of its redevelopment plan and its conditions, and thereupon, discusses the draft land use plan designed by the researcher for the sample site. The seventh chapter sums up the results of the study, putting forwards the most efficient method for its redevelopment in terms of land uses.
The results of this study can be summarized as follows; The researcher suggested a comprehensive complex development plan of a theme town including a apartment housing complex for the sample site. In addition, the theme town was designed to be linked with the subway station area to play a central role in the community with its facilities connected systematically with each other to cast off its existing image of factory to be energetic enough as a landmark for the region.
In order to design such a redevelopment plan for the sample site, the researcher examined its geographic location, human and social environment and living environment and thereupon, reviewed its feasibility as a region playing a sub-downtown role and linking the area with nearby regions in the Southwestern part of Seoul. After all, the draft redevelopment plan was focused on rearrangement of the traffic system for the region including the sample site, reorganization of its land use plan, green park, public facilities and amenities, all required for a model of quasi-industrial zone development. 지식산업경제의 확대로 인한 서울시의 산업구조 변화가 초래됨에 따라 준공업지역의 미래상 및 산업정책 방향의 재정립 필요성이 대두되었다.
