자연재해위험지구 정비사업의 효율적인 추진방안 연구

자연재해위험지구 정비사업의 추진 지연 원인과 개선 방안을 연구했다.

The purpose of this study is to suggest some effective ways to implement the regeneration projects for the zones vulnerable to natural disasters which have been delayed due to shortage of the financial resources, and thereby complete the disaster prevention projects as early as possible and thus secure the financial resources for the projects continuously.For this purpose, the researcher reviewed the statutory grounds and designation procedures or the zones vulnerable to natural disasters, and thereupon, examined and analyzed the regeneration projects being implemented in Gyeonggi-do in view of contents by zone, history of damages, annual investment plans and financial resources for investments.

In addition, the researcher examined the criteria for reserve of the disaster management fund and its uses and investigated the fund sources and expenditures and thereby, addressed the problems of the statutory reserve and suggested their solutions.All in all, the researcher suggested that the disaster management fund should be invested in regeneration projects for the zones vulnerable to natural disasters in order to remove the disaster risks earlier and that the uses of the fund should be adequately deregulated with a reserve fund ceiling system to secure the financial resources for the disaster prevention projects continuously.

본 연구는 재원 부족으로 사업추진이 지연되고 있는 자연재해위험지구 정비사업의 효율적인 추진 방안을 제안하여 재해 예방사업을 조기 완공하고 투자재원을 지속적으로 확보하는 것을 목적으로 설정하였다.이를 위해 자연재해위험지구의 법적근거 및 지정절차를 파악하고 경기도관내에서 추진되고 있는 자연재해위험지구 정비사업에 대한 지구별 사업개요, 피해연혁, 연도별 투자계획, 투자재원 등에 대한 시사점을 조사·분석하였다. 또한 현행법령상 재난관리기금의 적립기준과 사용용도를 파악하고 경기도의 기금 확보현황, 사용내역 등을 조사하여 법정적립 방법의 문제점 및 개선방안을 도출하였다.핵심되는말 : 자연재해위험지구, 정비사업, 재해예방사업, 재난관리기금 연구결과 자연재해위험지구 정비사업에 재난관리기금을 투자하여 재해위험 요인을 조기에 해소하는 방안과 재난관리기금의 사용용도를 완화하고 적립금액의 상한제를 설정하여 재해예방사업 투자재원을 지속적으로 확보하는 방안 등을 도출하였고 이를 실무에 활용할 수 있도록 제안하였다.
