지구단위계획제도의 정착화 방안 연구

지구단위계획제도의 운영 현황과 법·제도적 개선방안을 연구한다.

새 천년 들어 도시계획법이 전면 개정됨으로써 지난 30여년간 다소 무질서하게 개폐를 거듭해 온 도시계획법이 새로운 모습으로 단장되었다. 도시관리수단으로서의 지구단위계획제도는 1980년에 도입된 도시설계제도와 1991년에 도입된 상세계획을 모태로 하여 2000년 7월 1일 통합된 제도이다. 새로운 도시관리제도는 단순한 물리적 관리 차원을 넘어 환경친화적인 도시·지속가능한 개발이라는 새로운 패러다임을 정착시키기 위한 중장기적인 도시개발을 전제한 새로운 관리수법의 도입을 의미한다. 이러한 배경 전제하에서 본 연구는 도시문제를 해결할 수 있는 중요한 수단의 하나로 도입된 지구단위계획제도가 종전의 도시설계제도와 상세계획제도의 잘못된 전철을 밟지 않기 위해 종전 제도들의 운영 실태를 살펴보고 지구단위계획제도의 배경과 현황, 문제점에 대해 고찰, 법·제도적 및 운영상의 개선방안을 제시하여 지구단위계획이 명실상부한 도시관리수법으로 정착될 수 있도록 하는데 있다. 이를 위해 본 연구에서는 도시설계, 상세계획 두 제도에 대해 고찰하고 외국의 유사제도의 운영실태 및 실천수단을 연계시켜 현행 지구단위계획제도의 문제점 및 보완요소를 분석하여 개선방안을 제시하고자 한다.

이 뿐 아니라 과거제도에서 핵심적인 문제로 여겨져 왔던 계획의 실천수단이 미약한 문제가 새로운 제도에서도 여전히 해결되지 못하고 있으므로 각종 개발사업제도와의 연계방안, 용적률 등 인센티브의 실효성 확보방안, 도시기반시설 설치를 위한 비용 분담방안 등 지구단위계획의 실천성을 높이기 위한 제도적 장치의 보완점을 제시하여 지구단위계획제도가 올바르게 정착화 될 수 있도록 개선방안을 제시하는데 본 연구의 의의가 있다 Cities becomes huge by excessive concentration of population. Urban problem that bring by excessive concentration of urban population is appearing variously such as physical problem of economical problem of unemployed person and so on, house and traffic etc. that we can feel on skin, social problem of crime rate increase and so on, environmental pollution problem of air pollution etc..

Problems of a house famine, emergence of a slum of residential quarter, parking space crunch, traffic congestion, city, growth difference differential of farm village, nature pollution etc. were appeared specially in urban planning side. Several systems did necessity to improve there urban problems. District Unit Planning is important Sudanese one that can solve urban problem. Even if speak that is important Sudanese one however, is going to cause side effect that injure city environment unlike original purpose preferably if is used wrongly or is abused impoliticly. This study contemplated background, present state and problem of an District Unit Planning.

hereupon, Presented some improvement method and for settlement. And a results of this study will be applied to improve the urban problems on the existing District Unit Planning. In new thousand years, by urban Planning and Zoning Act is revised totally, urban Planning and Zoning Act that repeat make and break some anarchically for last 30 years made up by new state. Present District Unit Planning System presented some improvement way hereupon because look like equal almost without that improve previous two system problems unfortunately.

This study has present condition controversial point that system introduction is connected with use of existing system by relation that do not become limit that was gone by improvement way presentation putting first. This research analyzes problem of District Unit Planning System at present visual point and is insufficient, but present some improvement way and presented on stabilization way. Urban planning specialists must think this. District Unit Planning System is useful means of city administration, but is not the solution Therefore, must not abuse District Unit Planning System.
