도시계획적 관점에서 본 서울시 신속통합기획 특성에 관한 연구

서울시 신속통합기획의 도시계획적 특성과 정비사업 추진 성과를 분석했다.

본 연구는 서울시의 신속통합기획을 도시계획적 관점에서 분석하고, 이를 통한 정비사업 추진의 성과와 의미를 평가하는 것을 목표로 한다. 신속통합기획은 기존의 정비사업 진행 방식에서 벗어나, 계획, 절차, 주체의 통합을 통해 보다 효율적이고 일관된 사업 추진을 가능하게 하는 접근법이다. 본 연구에서는 신속통합기획의 주요 요소인 계획의 통합, 절차의 통합, 주체의 통합이 실제 사업에 어떻게 적용되었는지, 그리고 이러한 통합이 사업의 성공적인 추진에 미친 영향을 사례를 통해 살펴보았다. 신속통합기획이 도입되기 전 서울시에서 신규 재개발 정비구역 지정이 거의 이루어지지 않았다는 점을 고려할 때, 신속통합기획의 도입은 중요한 전환점을 의미한다. 특히, 신속통합기획은 다양한 분야의 계획을 하나로 통합하여, 교통, 환경, 건축 등 각 분야 간의 협력과 조화를 이루도록 하였다. 또한, 단계별 처리기한제와 같은 제도를 통해 사업 속도를 개선하고, 사업의 효율성을 극대화하는 방안을 제시했다. 하지만, 신속통합기획이 완전한 성공을 거두기 위해서는 여전히 해결해야 할 과제가 존재한다. 주민들과의 갈등 문제, 기부채납 문제, 단계별 처리기한제 적용 시의 취소 가능성 등은 여전히 중요한 논의 대상이다. 본 연구는 이러한 문제들을 해결하기 위한 개선 방안을 제시하며, 신속통합기획이 더욱 원활하게 진행될 수 있도록 다양한 정책적 접근이 필요함을 강조한다.

본 연구는 신속통합기획이 향후 서울시를 비롯한 타 지역에서도 벤치마킹될 수 있는 중요한 모델임을 시사하며, 정비사업의 효율적 추진을 위한 정책적 시사점을 제공한다. This study has purpose to analyze Seoul’s Integrated Urban Planning from an urban planning perspective and to evaluate its outcomes and implications in the context of redevelopment projects. The Integrated Urban Planning represents a departure from conventional redevelopment approaches by integrating planning, procedures, and stakeholders to implement more efficient and consistent project.

This study examines how the key elements of integration—planning, procedural, and stakeholder integration—were applied in actual projects and how these factors contributed to their successful implementation through case studies. Considering that the designation of new redevelopment zones in Seoul had been nearly stagnant before the adoption of the Integrated Urban Planning, its introduction marks a significant turning point. In particular, the approach integrates various planning domains, such as transportation, environment, and architecture, fostering collaboration and harmony across sectors.

Additionally, measures such as the phased processing time limit system were introduced to enhance project speed and maximize efficiency. However, challenges remain for the full success of the Integrated Urban Planning. Issues such as conflicts with residents, donation-based contributions, and the potential for delays under the phased processing time limit system still require significant attention. This study proposes solutions to address these challenges and emphasizes the needs for diverse policy approaches to ensure smoother implementation of the Integrated Urban Planning.

This research highlights the potential of the Integrated Urban Planning to serve as a benchmark model not only for Seoul but also for other regions, providing valuable policy insights for the efficient advancement of redevelopment projects.
