慶尙北道 土地綜合情報網 活用度 提高方案

경상북도 토지종합정보망의 활용 현황과 개선 방안을 연구했다.

토지종합정보망은 전국단위 사업으로 1999년부터 중앙정부에서 사업비를 지원해준 사업이다. 그러나 정보망의 구축과정에서 자료의 부정확성, 인력, 사업비 미확보 등의 사유로 시스템 구축에 어려움이 뒤따르게 되었다. 본 연구에서는 경상북도 토지종합정보망의 활용도 제고방안을 마련하기 위해 수치지적도와 수치지형도 그리고 용도지역·지구도, 전담부서와 인원 및 운영시스템의 현황에 대해 분석하고 그 해결책을 제시하였다. 우선, 문제점의 해결과 활용도 제고방안은 예산적 측면, 법·제도적 측면, 조직적 측면, 기술적 측면 네 가지로 크게 나눌 수 있다. 첫째, 예산적 측면을 보면, 시스템 유지관리와 변동자료 정리 등 지속적인 예산지원이 필요한데도 불구하고 구축완료 후에는 지자체의 예산지원이 전무하여 최상의 데이터 확보가 곤란하고, 전문 인력과 업무의 효율성도 낮아지기 때문에 적극적이고 지속적인 예산 지원이 필요하다. 둘째, 법·제도적 측면을 보면, 토지종합정보망의 이용이 현재 단순 권유사항으로 되어 있는 문제점으로 인해 활용도가 미비하다. 정보망 활용도를 제고시키기 위해서는 의무사항을 신설하여 담당공무원뿐만 아니라 정책 수립 시 반드시 이용하도록 하고, 또한, 종이도면의 오류수정에 관한 근본적인 제도를 마련하여야 한다. 셋째, 조직적 측면으로 전담조직의 보강과 전문분야의 양성을 들 수 있다.

이는 토지종합정보망구축 과정과 유지 보완 자체가 기존의 측량업무, 지적업무 등의 단순 행정업무에서 벗어난 전문적인 업무이기 때문이다. 넷째, 기술적 측면으로 구축된 데이터의 품질향상과 확장된 채널 확보이다. 데이터 품질향상을 위해서는 구축 완료된 상태가 아닌 구축단계별로 수정하는 것이 오차를 최대한 줄일 수 있다. 그리고 활용이 국한된 토지종합정보망의 확장된 채널 확보를 위해서는 모바일, 3D, GPS, GIS기술이나 디지털TV기술, 유비쿼터스 기술 등 최신 신기술을 활용하여 통합적인 대국민 서비스 제공할 수 있도록 기술적인 지원이 있어야 할 것이며, 이것이 토지종합정보망시스템을 확대시킬 수 있는 방법이라 하겠다. 위에서 살펴본 바와 같이 지방자치단체 수준의 토지종합정보망시스템은 앞으로도 많은 비용과 시간 그리고 최신 기술이 요구되는 사업이다. 그리고 대민서비스를 위해 다른 분야와 연계되는 토지정보제공시스템이 되어야 한다. The Land Management Information System(LMIS) was established by each local governments from 1999, and the working expenses in the early building process of the LMIS was supported by the central government as the large scale project.

In operation and service of the LMIS, the many problems were happened, such as not so much of the error of data, use of the paper-maps, the cost for up-dating data, the lack of experts in service and maintenance of the system etc. So it was the difficult to build more perfect the system on the use and service of the LMIS. In this circumstance, this study analyzes the digital cadastral map, the digital topographic map, the land use map in the LMIS, the station and a person in charge, and the management system at Gyeongsangbuk-do province, and then proposed some of the resolution. The results are as follows.

It is suggested that the solutions to improve utilization of the LMIS are about the budget, rule, organization, and technological side. In the aspect of budget, the local government secure the budget sustainingly. In the beginning, the central government provided the lots of budget, but the local government must secure the finance after it is built up. In the aspect of the rule, there are many problems that the usage the LMIS is low, because the uses are recommended simply. For the increasement of the usage about the information-network, the obligations must be established and then the officers must use the LMIS when the policies are formulated.

The rule is established about the paper map of error as well. In the aspect of the organization, the station and person in charge must be reinforced. Because the works of LMIS are not simple&easy services kind of the survey and the cadastral works in the process and maintenance itself, but are in the professional operations. In the aspect of technology, the quality of built-up data is improved and the various channels are maintained. It is the solution that modified the database step by step. It is required the support of the new technique about the mobile, 3dimension, GPS, GIS, digital TV, ubiquitous, etc.

The LMIS requires high cost, much time and up-to date technology on the local government scale for the some time, and also needs to connect other fields for serving to citizens.
