Land is the fundamental basis for the human life, This land was freely given to everyone by nature. But We grow to meet the phenomenon of a land-short by rapid development of the industrial economy and the increasing of populary Therefore We must seek for more efficent method to utilize the land for all country men, because the problem of land appears in a very severe social phenomenon. What is the rational method on the restrictions of land?

The first, The establishment of the fundamental property law is required Land is a precious resource to be limited for the peoples, welfare, Therefore it is mecessary that a basic law of land is to be established because land is propely treated under the people's right and liverty. The Second, The land belonging to a nation or a city is required. Government must own more national (or city), land for developing the national land and maintaing the stability of land prices. The Third, All land must be used more efficientry. After making a long and short syntactic developing plan, Government must be coutribute to the promotion of a producing work and the stability of housing.

The fourth, An developing interests must be collected socially. The fund of developing land has to be utilized to everyone through the proper distribution of profits rather than give a great unearned income about the developing interests. The fifth, A System of developing for housing sites must be improved. Afher developing and suppling a low housing sites on a large scale government must stabilize the housing price Under a condition which regards the palicy of the housing as the basic wants of human being life. But above all the people's conscious about the land must be socially formed that all the people may own the same land.
