This study aims to analyze an environmental disaster and problematic management issues in the case of burying livestock, mainly cattle and pig, with foot-and-mouth disease(FMD) and to devise and suggest a way of ensuring burying-sites as a common-pool resource. The environmental contamination matter from the FMD in Korea in 2010-2011 resulted from a policy measure of burying livestock which are both alive and dead and then brought about some subsequent problems such as outflowing contaminated water and polluting underground water, streams, and soils around the burying locations.

We find out multiple causes of the environmental tragedy that had been extended through some features such as the uncertainty in disaster commencement, expanding in terms of places and intensifying in the degree of the disaster, and resulting in the second-degree disaster. Several problems like inappropriate location selection, lack of communication, insufficient burying and recovering works, covering up the facts of burying and so on had extended and intensified the environmental tragedy.

Based on the findings we propose an alternative to ensure secure properties as a common site which are assured by sharing burdens by central and local governments, municipalities, local communities and farmers in a resonable sense. This would help prevent that kind of environmental tragedy from being broadened and intensified.
