Since 10-year public rental housing has a business structure of which the initial investment can not be recovered during the 3-year construction period and 10-year rental period, public business operators such as LH faced limitations in the increasing in supply of rental housing due to financial burden. Because of this, the government introduced REITs in 2014, a real estate financing vehicle, in order to improve the loss structure of public rental housing and to ensure the sustainable supply.
It has passed 15 years since the enactment of the Real Estate Investment Company Law in Korea in 2001, and the size of Korean REITs market has continued to grow to the total assets of which the Korean REITs surpassed 41.6 trillion won as of the end of 2018 as the public rental housing business has continued to advance by REITs. Typical REITs pay a dividend based on operating profit, but public rental housing REITs, used as a real estate policy tool, are modified ones established at the expense of credit enhancement by the public sector, such as investing in common stocks, making a repurchase agreement, providing payment guarantees, etc.
LH, which is responsible for 90% of public rental housing supply, established 16 REITs by 2018 and supplied 63,000 public rental houses. Stable profits in public rental housing REITs are based on both the business structure with a business portfolio mixed of good and bad project site in view of the marketability and the reduction of construction costs by being provided the project site at the price below cost, which is inserted in making the site by LH, in accordance with the relevant laws and regulations.
Furthermore, it succeeded in lowering funding costs and stabilizing REITs income by capital investment of public sectors, such as National Housing Fund and LH, and by credit reinforcement such as guarantee of payment by Korea Housing & Urban Guarantee Corporation and purchase commitment of unsold housing by LH. Also, although LH made more investments in public rental housing, public rental housing REITs contributed much to improving the financial structure of LH, such as reducing its financial liabilities, because LH and public rental housing REITs could separate accounting.
To investigate the role of REITs in the supply and management of public rental housing and policy improvement measures for its sustainability, this study analyzed examples from NHF No.15 by comparing with previous business methods, and it focused on finding the good result caused by REITs in terms of consumer, provider, realestate financial market. In this study, it is analyzed that NHF No. 15 can reduce the construction work costs and interest cost compared to the previous construction business of LH, even considering additional cost such as REITs structured financing cost, etc.
In conclusion, Public rental housing REITs is highly rated for its big contribution in achieving the goal of public rental housing policy without increasing the debt of LH, the project operator. Concretely, since accounting separation between REITs and LH was possible, REITs greatly contributed to the improvement of financial structure such as debt reduction in accounting along with promoting investment in public rental housing. Also, it was demonstrated that residential satisfaction of public rental housing supplied by REITs was higher than that of public lot-solid housing and public rental housing supplied by LH.
The higher satisfaction of public rental housing supplied by REITs is due to differentiated ways with LH, such as the use of high-quality private materials, brand differentiation, and it consequentially made public rental housing projects evaluated friendly by cutting off negative image of rental housing. In terms of supply of public rental housing, REITs contributed to achieve the government's target amount of 67,000 households by overcoming the difficulty of which LH could not continuously expand its public rental housing business only with its own funds and by using not only rental housing land but also land for sale. Although REITs contributed to the quantitat
