주요어 : 인공지능, 거대 언어모델, 도시기본계획, 튜링테스트 학 번 : 2020-36120 This paper presents a study on the development of an AI system for creating urban comprehensive plans by utilizing Artificial Intelligence, particularly Large Language Models (LLMs). The research involves comparing and validating the quality of plans generated by different models to confirm the utility of the AI system.
The study explores the potential of applying LLMs to urban comprehensive planning and examines the feasibility of AI participating in the planning process as a non-human participant. Changes in urban planning environments have led to shifts in planning styles. Since the comprehensive plan was introduced in the 1920s, rational comprehensive planning has become mainstream in planning methods. In the 1960s, with shifts in social and political environments, policy planning, which focuses on processes rather than physical, top-down blueprint planning, emerged.
In the 1980s, with neoliberal governments in the US and UK, strategic planning by the private sector started being implemented in public planning. These environmental changes in planning have resulted in evolving styles, and the rapid advancement of AI, especially with deep neural networks in 2006 and the Transformer architecture in 2017, has presented both challenges and new opportunities for urban planners. This study creates urban comprehensive plans in the format of policy and strategic plans using LLMs, analyzing the strengths and weaknesses of the AI, and discussing the new roles of planners utilizing this technology.
Furthermore, based on the methodology of the Turing Test designed by British mathematician and logician Alan Turing, the study evaluates the AI's performance by comparing urban comprehensive plans created by the AI with those made by human experts across various assessment criteria. If the AI-generated plans are indistinguishable from those of human experts, the AI is deemed to have intelligence in planning.
The research devises a method to create urban comprehensive plans easily and efficiently, addressing the practical limitations seen in plans established over the past 40 years since the 1981 amendment of the 'Urban Planning Act.' An AI system for urban comprehensive planning was developed based on rule-based expert systems, learn-based LLMs, and machine learning algorithms. This system identifies future visions and key issues, proposes policies, suggests specific strategies and implementation plans, and enhances the quality of rational comprehensive plans, which have been challenging to establish due to human intelligence limitations.
The significance of this study is as follows: First, it developed a system that artificially implements planning intelligence in the specialized field of urban planning and proposed a method for its immediate application in planning practice. Second, it re-evaluated the potential for qualitative improvement in rational comprehensive planning, previously criticized due to human cognitive limitations. Third, it identified how AI systems can be utilized in the planning process and what roles urban planners should play.
By confirming the strengths and limitations of AI and combining it with human roles, the study contributes to seeking effective and efficient methods for urban comprehensive planning.
