The nation’s early growth strategy, focusing on growth poles, had strengthened the nation's economic foundation and enhanced the economic competitiveness of the capital region at the international level, but at the same time led to imbalanced development patterns between the metropolitan and non-metropolitan areas.
In order to address this imbalance at the national level, the central government has established the Special Act on Balanced Development and the Seoul Metropolitan Area Readjustment Planning Act, and had attempted to implement balanced development policies centered on equity for the purpose of balanced development throughout the country. However, such balanced development policies had not generated expected results. The 5th National Territory Comprehensive Plan, which has been recently developed, is promoting an efficiency-oriented balanced development strategy through decentralized multi-nuclei spatial units based on metropolitan areas.
Metropolitan areas, which are the growth hubs of the balanced development strategy, are regions where population and businesses are concentrated and have various urban networks. In particular, the large metropolitan areas, including Daejun, Daegu, Gwangju, and Busan regions, within the non-capital regions show relatively rapid growth despite the declining trend of most cities in the regions. Therefore, it is necessary to foster them as key growth hubs not only for bridging the gap with the capital region but also for the growth of local small and medium-sized cities.
However, it is unclear whether such balanced development strategies focused on growth of metropolitan areas will increase the growth of metropolitan areas only as experienced in the past, or will be effective as a balanced development strategy through ripple effects. In this line, the purpose of this study is to examine whether the development strategy with the large metropolitan areas as the main growth hubs can positively affect the balanced development at the national level. At the same time, this study measures the impacts of urban network on metropolitan areas' balanced development that can serve as a basis for the national balanced development.
The results of this study reveal that the large metropolitan areas are driving national balanced development, and urban networks with the metropolitan areas are also closely related to economic growth in non-metropolitan areas. This means that the growth and balanced development of metropolitan areas have effects on a number of cities that have functional networks with the metropolitan areas, implying that the national balanced development strategy based on the metropolitan areas as growth hubs would be feasible.
In addition, the results on the impacts of urban networks show that the relationships between networks in the metropolitan areas with their balanced development are not a simple linear and the influences can be changed from the critical point. This suggests that such network effects and forms need to be considered when establishing policies for balanced development.
