도시재생사업의 빈집정보관리시스템 구축을 위한 시론적 접근

도시재생을 위한 빈집정보관리시스템 구축 방향을 제시했다.

도시재생에서 빈집은 도시 토지이용의 효율성 제고, 공공 관리비용 절감, 범죄·화재 등의 지역사회문제 방지, 환경오염 방지 등을 위해 반드시 관리되어야 한다. 최근, 「건축법」의 개정으로 빈집정비 및 그 절차에 대한 규정을 담고 있으므로 앞으로 도시지역에서의 빈집관리가 적극적으로 전개될 것으로 기대된다. 이러한 맥락에서 본 연구에서는 일본 지자체의 사례를 검토하여 빈집정보관리시스템의 구축의 방향성에 대해 논의하였다. 즉, 도시재생사업의 빈집관리 조사방법을 실증적으로 검토하고, 조사결과를 체계적으로 관리하기 위한 빈집관리대장 설계안을 제시하였다. 빈집관리대장을 바탕으로 한 빈집정보관리시스템은 관리대장의 GIS data로 구축, 기존 공간정보 연계체계 고려, 합리적 의사결정이 가능하도록 정확하고 신속한 정보를 제공하는 방향으로 구축하여야 한다.. 이 시스템의 주요 기능으로는 위치검색 기능, 통계정보의 제공기능, 현장조사 자료의 검색기능, 의사결정지원기능, 대국민서비스, 관리행위의 적시성 확보를 위한 관리자 수정·입력기능 등이 될 것이다.

In terms of Urban Regeneration, issues about Vacant house are supposed to be managed because they are involved in efficiency of urban land use, reduction of public management expense, prevention of local social problems such as crime and fire, and prevention of environmental pollutions. Recently, the maintenance of Vacant house and its process are included in the Building Act through its revision. This could be argued that the management of Vacant house in urban area will be actively carried out. In this respect, this study sheds light on direction of establishment of the Vacant House Information Management System (VHIMS) based on the cases of the local governments in Japan.

In other words, the method of investigation of Vacant house management is empirically reviewed in terms of Urban Regeneration Project, the design plan of the Vacant house register is suggested for systematic management of the reviewed result. The basic direction of VHIMS, which is based on the Vacant House Register, is the establishment of the register by GIS data, connection with the existing spatial information, and provision of the accurate and quick information for the rational decision making.

The main functions of this system are the location search, provision of statistical information, search of the field survey data, support of decision making, public service, and modification and input of managers for securing timeliness.
