A Study on the Change of Cadastral System Operation in the Future Society Lee, Sung-ho Department of Public Adminstration Graduate School, Kyungil University Supervised by Professor Lee, Hyun-Joon (Abstract) The purpose of this study is to analyze the actual state of cadastral system operation and to examine the relationship between the key issues of future social environment changes and the environmental change of cadastral system in Korea. First, the theoretical study on the cadastral system operation and the prediction of the environmental changes in the future society was conducted.
Second, the actual state of the cadastral system operation, third, an empirical analysis on the relationship between the core issues of future social environment changes and the changes in the operating environment of the cadastral system and fourth, the prospect of the operating environment of the future cadastral system based on the analysis results was set as the detailed goal of the study. In order to investigate and achieve the goals of this research, timeline for research was set from the establishment of the modern cadastral system to the present and the spatial range was limited Korea and advanced countries.
The scope of contents was limited to the analysis of future changes in the operating environment of the future cadastral system according to the future social environment change issues. Within the scope, this study used the phenomenological approach to identify the consciousness and importance of cadastral system administration. The survey method used literature survey, case study, and questionnaire. Statistical analysis and description analysis were used to analyze the survey data. The hypothesis of the empirical analysis performed in this study is as follows.
First, the satisfaction with the expert group on the operating environment of the current cadastral system in the perspective of law, administration and technical ability will not be high. Second, the five key issues of future social environment change, unification, low growth, low fertility, super aging, disaster, and the fourth industrial revolution, are closely connected with cadastral system operation. Third, the five issues in the process of cadastral system operation can measure priorities and weight (importance) of cadastral survey, surveying, registration, management, and provision of information services.
It is possible to find a meaningful prospect of sectors where the deviation from each measurement item is not large. As a result of the hypothesis test, we could extract the following implications. First, most of the respondents were found to be ‘normal’ or ‘dissatisfied’ with respect to the operational environment (legal, administrative, technical) of the Korean cadastral system. Second, from the 87.7% of the respondents (384 out of 438 respondents), the five key issues of future social environment change (unification, low growth, low fertility, super aging, disaster, and the fourth industrial revolution) are closely related to cadastral system operation.
Third, we examined the five key issues of future social environment change and the priority and weight (importance) of changes in cadastral system operating environment. As a result, the fourth industrial revolution and unification occupied a very high priority and weight in cadastral survey, surveying, registration, management, and provision of information services. The remainder was identified in the order of low fertility, super aging, disaster, and low growth. Based on the core issues of future social environment change, this study conducted an empirical analysis to clarify the relationship to the change of future operating environment of cadastral system.
Even though the expert group as an object of investigation is confined to intelligent civil servants and cadastral surveyors in order for more objective and comprehensive research, it is necessary to collect opinions of a wide range of stakeholders, including experts on futurism and related scholars in the field of cognitive science. In addition, there are various variables throughout the operation of the cadastral system in the process of forecasting the environment change of future cadastral system operation. Nevertheless, this study limited the five key variables (unification, low birth rate, low fertility, super aging, disaster, and the fourth industrial revolution).
Therefore, it is necessary to take a variety of research approaches such as the derivation of various variables that are not applicable to this study and factor analysis between various details of cadastral system operation.
