해양지목 체계 마련에 관한 연구

해양지목 체계 도입을 위해 현행 지목제도의 문제점을 분석했다.

This paper is explained and analyzed problems of a current land category. The current land category system is very limited, because of role and function of the diversification of land use due to changes in the social and economic environment, agglomeration, and the frequent use changes. For this purpose, This research is conducted to introduce Maritime Category System in the center of the coastal, maritime and referred to classed state in the utilization of coastal area. In addition, It is that as part of the first step to make a marine public records, to study how to set the maritime category system and pointed out that coastal area.

현재의 지목 체계는 사회·경제적 환경 변화에 따른 토지 이용의 다양화, 복합화, 빈번한 용도 변화, 법제도 개선의 미비 등과 맞물려 그 역할과 기능이 매우 제한적이다. 더구나 그 가치와 중요성이 날로 더해가는 해양 공간정보까지 포괄하기에는 한계가 있다. 본 연구에서는 연안, 해양 등을 중심으로 새로운 해양지목 체계 도출에 관한 연구를 수행하고자 한다. 연구 방법으로 현행 지목 체계 및 중국 해적제도 및 호주의 용도해역의 현황에 대해 고찰하고 국내 해양 관련법령 및 연안용도해역의 분류 현황 등을 검토한다. 이를 종합하여 해양지목 체계 마련을 위한 당위성과 설정 원칙을 도출한다.
