The electric poles and transmission lines built in the 1960s and 1970s, when the development administration theory led the society, go in a straight line regardless of whether they are public or private land.
The government made efficiency as its administrative ideology, and electricity facilities were a national policy project essential for economic development, so there was no room for public conflict. However, now, transmission lines pass only by paying occupancy fees on public land, and local governments have turned into objects that public service providers must overcome. After democratization in the 1980s and the establishment of a civilian government in the 1990s, the administrative ideology changed to democracy, and as private property and individual rights and interests became important, social values changed.
As local autonomy began and society became more diversified, the voices of civic groups and local residents grew louder, and policies were established by elite groups and the top-down method of persuading policy target groups through public relations (PR) reached its limit. According to these social changes, NIMBY, that is, 'public conflict', which admits the necessity but is difficult near my house, has emerged as a social problem, and research on public conflict has begun to attract attention. Public conflict has positive aspects, but prolonged conflict inflicts great losses on business operators, and the cost is passed on to citizens.
Since the 2000s, public conflicts have continued to increase, but systematic studies are lacking. Most of the preceding research studies individual cases of public conflict to analyze the causes of conflicts and factors affecting conflicts, and to suggest alternatives. In order to increase the validity of this study, the scope of the study was limited to policy conflicts on transmission and substation construction among various public conflicts. The scope of the study was 11 cases of conflicts in which public conflicts were serious during the construction of substations and transmission towers since 2000. A phenomenon that appears in one case can be seen as a coincidence.
But, if we analyze a large number of cases over a long period of time, we expect to find a certain regularity or general tendency. The purpose of this study is to discover the nature and mechanism of conflict through comparative analysis of multiple cases and to suggest policy implications. For the case comparison analysis model, the Policy Conflict Framework (PCF) of Weible and Heikkila(2017) was used. The PCF model divides conflict situations into policy conflict episodes, policy setting(environment), and feedback.
In addition to environmental factors, cognitive and behavioral factors are also presented as major analysis factors, and new insights necessary for policy conflict research are presented. Analysis Results To resolve policy conflicts, First, in order to resolve policy conflicts well, objective fact-finding is used to reduce differences in positions, and the policy sub-system is showing cooperative behavior such as citizen participation. Second, if civil and social association are involved, there is a high possibility that the conflict will prolong, so it is necessary to quickly approach the local government in the early stage of the conflict.
To this end, it is necessary to operate a non-standing ‘Conflict Mediation Expert System’ in the local government. Third, in order to reduce the reluctance to compromise in public conflicts and to shift from non-negotiable to negotiable, it is necessary to approach with the order of ‘concern → understanding → sympathy → result’ as a strategic orientation point. Fourth, procedural justification is important. Currently, the site selection committee selects a transition site for transmission lines or selects a substation site, and then seeks understanding through a resident briefing session.
However, it is necessary to change the order to inform the policy through a ‘Public Hearing' and to make it public agenda, and to form a site selection committee based on the needs of the residents. This study is meaningful in that it intensively comparatively analyzed many cases of transmission and substation construction conflicts, and sought the direction o
