Recently, as well as university tuition fees, high university dormitory costs have been a social issue. Before the 2000s, university dormitories did not receive much attention. However, the growing number of university students caused by an increase in universities needs more dormitories. Thanks to this situation, much attention is paid to university dormitories as a way to make universities more competitive and improve education environments. Now, a number of universities are constructing new dormitories equipped with the latest facilities and functions.
Also, as income levels rise and students and parents demand quality improvement, university dormitories have become a hot welfare issue. At the same time, to build dormitories fast, private investments are encouraged. Increasing size and modernization of dormitories lead to a constant increase in construction cost, resulting in high dormitory fees. Also, added auxiliary facilities have become another factor to raise dormitory fees. This study aims to discuss how to develop the joint dormitory by introducing the international university community center. To cut high dormitory fees by developing the joint dormitory, the following are discussed.
First, the plot for the joint dormitory should be provided at low cost. Currently, universities have trouble finding a plot for dormitories. They don’t have enough space on campus and nearby plots are expensive. Second, the construction cost for dormitories is high. Currently, university dormitories are built by attracting private investments. Since profits should be generated for private investors, dormitory fees are raised, which should be borne by students. Third, operating costs and financial costs for dormitory construction should be considered. Interest rates are high for private investment projects.
So, if the low interest rate for the government project is used for the joint dormitory, construction costs can be reduced. Fourth, the profitable business should be approved when approval for dormitory construction is granted. If this is realized, the international community center can be built and a part of profits generated from the international community center can be redirected to cut construction costs. This study intends to present the way to cut dormitory costs by using the joint dormitory policy and public plots and developing profitable businesses. This will help to lower dormitory fees, enabling students to enjoy university lives more conveniently.
At the same time, the new development paradigm may create a win-win development practice for the government and private investors.
