Especially for a large scale of public projects, tenant comoplaints can reach to a serious level that can lead to a violent demoanstrations. We will look through a couple of public complaints cases to find out problems concerning tenant compensation.<BR> Two proposals are suggested in the following to solve those problems.<BR> First, substitute housing scheme for tenants has to be establised.<BR> Secondly. positive tenant compensation measures should be taken. With these measures, public projects can be much more easily carried out.
