지적정리를 통한 국공유지 관리의 효율화 방향 연구 = A Study on the Effective Public Land Management Using Cadastral Adjustment

지적정리를 활용한 국공유지 관리 효율화 방안을 연구한다.

This research analyses the situation about the current public land management and the limitation of optimized management, and suggests the effective direction of public land management based on the cadastral adjustment. The research performance is as follows. In the cadastral adjustment of public land situation and limitation analysis, I examined the law supportive situation ofthe public land and cadastral adjustment, the public land parcel management situation, the public land and cadastral adjustment skill and supportive fee situation, in addition, suggesting the limitation of the public land and cadastral adjustment.

In the analysis of the limitation, I analysed and suggested, for relating to the situation examination, the legal limitation of the public land and cadastral adjustment, the parcel managing aspects, techniques and supportive fee for the cadastral adjustment. According to the cadastral adjustment of public land situation and limitation analysis, the effective direction of the public land based on the cadastral adjustment was suggested. The direction of effective direction was also suggested after the improvement of legal aspects, the parcel managing effective direction and skill and supportive fee situation.

As the improvement of legal aspects, as the improvement of laws for numerical terrier obligation, Act on land survey, waterway survey and cadastral records 83 was suggested. Moreover next in the long term, special action laws to organize every public land for the effective management was suggested. As the improvement of the aspects of parcel management, yearly constantly increasing public land parcel connected to manage minimal optimized annexation of the set of minute parcel and following this, real estate register organization was suggested.

Lastly, on the improvement of skill and supportive fee situation, public land parcel registration period and section set up plan should be prepared, because the cadastral adjustment by numerical method can be possible, extra usage and layer should be marked each other. As the supportive fee, public, when land reorganization business is the countries and local autonomous communities, there is the connection with the cadastral resurvey project, the calculation of cadastral surveying fee supports the way that 30∼50% of confirmation surveying for cadastral fee is applied.
