해외 토지비축(Land Banking) 제도 운영 및 시사점 연구 - 스웨덴, 프랑스를 중심으로 -

스웨덴과 프랑스의 토지비축제도를 분석해 국내 제도에 시사점을 제시한다.

A land bank has recently been introduced to deal with high land compensation costs and industrial complexes costs driven by relatively high land prices, compared to other advanced countries. The purpose of this article is to analyze the long-standing land banking experiences in Sweden and France to draw implications for the Korean land bank. Sweden has provided affordable housing through land banking since early 20th century and France has adopted various zones and preemption system to implement urban development projects.

Implications are that the size of land purchasing should be large enough for successful land banking, that the role of financial support from central government is critical, and that land banking should be operated in accordance with national territorial policies.
