우리나라 도시계획수립에 있어 기법과 정보의 과제

도시계획 수립기법의 변천을 검토하고 도시정보체계 구축 등 발전 과제를 제시했다.

요약문본 논문은 우리나라 도시계획 수립의 역사에 있어 기법의 변천과정을 개관하고 향후 도시계획 수준향상을 위한 기법 발전의 과제를 도출하는 것이다. 미국, 영국의 도시계획기법 발전의 계기를 검토하고, 1960년대 이후 대구시의 장기 도시계획수립기법을 평가하여 우리나라의 기법수준의 상태와 향후의 방향이 제시된다. 현재 도시계획기법은 1960년대 이후 발전이 없는 정체된 상태이다. 기법에 대한 논의의 부족, 도시계획에 대한 지방자치단체의 문제인식 부족, 도시계획 수립에 필요한 정보의 부족, 계획수립의 용역업체 의존성 등의 결과이다. 향후 도시계획기법 향상을 위해 첫째, 현재의 수준이 도입기라는 인식에서 출발되어야 하고, 둘째 도시연구가 구체화될 수 있는 도시정보체계의 구축이 요구되며, 셋째 도시계획의 수립이 공무원의 업무로 전환되어 도시계획의 수립과 현실과의 연계노력이 요청된다. 도시계획정보 중에서 가장 미흡한 분야인 토지이용정보체계의 구축에 대한 예시적 방법을 제시한다. AbstractThe aims of this paper is to review the methodology and to suggest the major issues to advance the quality of urban planning in Korea.

The results come from reviewing the motives of advancing methods in American and English urban planning and researching the methods applied to comprehensive plans in Taegu since 1960's. The status of plan making methods in Korea is under-development and the methods has not been developed since 1960's. Several reasons of that problem is indicated such that discussing the quality of urban planning is oriented to the institutional side but not to the methodology, local governmental concern about plan-making and the urban information have not been improved, and the work of plan-making is rest on not governmental office but the private engineering company.

Issues to improve the methods of plan-making is to recognize honestly Korean status level of the method, to construct the urban information system including land use data, and to make plans by officers instead of the private company.
