In 2012, the district unit plan of Gunja Station District in Seoul was reorganized by relaxing the floor area ratio and the height of the buildings, abolishing the special plan areas, and changing the unacceptable purposes and recommended purposes of the buildings, in order to revitalize the district unit plan. In addition, the back part has been more actively developed than the main part. In consideration of the current situations, we compared and analyzed the impact of the changes in the district unit plan such as the incentive plan, floor area ratio plan, usage plan, height plan, etc.
For this purpose, firstly, we compared and analyzed the contents of the district unit plan from 2002 when the district unit plan of Gunja Station District had been first decided. Secondly, we analyzed the feasibility of the district unit plan by reviewing the changes in the plan in association with the construction situation. Since the district unit plan had been first decided in 2002, there were five significant changes as the plan was reorganized for ten years until 2012.
First, the criteria and limitations of the floor area ratio of the semi-residential areas and general commercial areas increased, and, second, the slope limitations of the front roads in both the main and back parts were abolished and the maximum height was uniformly applied. Third, the limit line of the wall on the first floor of the back part in Cheonho-daero and a special plan area were abolished and, fourth, the acceptable and recommended purposes were added to the structure usage plan. Fifth, some incentive items of the floor area ratio were added or deleted.
Based on the registers of buildings which were constructed after 2002, we analyzed the application of the annual incentive plans, the floor area ratio plan, the usage plan, and the building height plan. As a result of the analysis, it was found that the incentive items generally decreased after the reorganization in 2012 and the number of apartment houses declined while the number of the second type neighborhood living facilities grew. The floor area ratio and height of the main part decreased while they increased the back part.
As a result of analyzing the number of new buildings, it doubled for six years after the reorganization, compared to the number of new buildings for ten years before the reorganization of the district unit plan in 2012. In terms of the location conditions, the back part with a lack of infrastructure was more actively developed than the front part.
As the back part with a lack of infrastructure has been more actively developed than the main part with well-equipped infrastructure since the reorganization of the district unit plan, it is likely that other problems such as environmental issues, lack of parks and resident amenities, and adverse effects on the residential environment may arise due to an increase in the traffic load and vehicles, parking problems, automobile exhaust fumes, and noise. As the uniform relaxation of the floor area ratio and building height without regard to public plans may harm the purposes of the district unit plan to promote public management, a cautious approach is required.
