초록
Rural areas provide valuable spaces for primary food, resting and breaking for citizens, and plots of land for urban expansion. They are also important foundations of living and economic spaces to make a living for rural residents. As there is new light on the values of rural areas, there are greater expectations for their growth. Various forms of problems are, however, emerging to hinder the efforts to preserve their value and what makes them what they are today. The pressure for development is moving from urban areas to rural ones, which has resulted in distributed development in small sizes.
Such development not only causes damage to the landscapes and contamination to the environment, but also keeps reducing the area of high quality agricultural and producing land that should be preserved. In addition, the mixture of heterogeneous land uses including factories, warehouses, and cattle sheds deteriorates the settlement environment of residents and poses a serious threat to their health in their precious residential zones. This study thus set out to propose a couple of management plans to prevent reckless development in rural areas and fit their characteristics.
For this purpose, the investigator examined three aspects, which include the planning system for rural areas, the use zoning system as a regulation system for rural areas, and the development permit system as a review and permit system for rural areas by investigating related laws and literature. In addition, the investigator reviewed the actual and current state of management through the analysis of statistical data from major concerned agencies and found implications for South Korea's rural areas based on maintenance projects for rural areas in Germany and Japan and British.
Lastly, opinions were gathered from civil servants in charge of urban planning at local governments around the nation and rural residents through a survey. This research process led to the following planned management plans to prevent reckless development in rural areas: first, the institution should be improved so that basic plans for cities and kuns can be made according to the various conditions of individual cities and areas. In case of growth cities, there should be management based on the connection of downtowns and land plots outside the downtown perimeter through growth management.
In case of stable cities, intensive land uses should be promoted based on reduction-oriented plans according to the changing population and necessary items to be defined. Secondly, a system should be set up to enable efficient rural planning connected to national land planning in various rural plans currently in management. Thirdly, agriculture & forestry zones should be divided into zones of agriculture and those of forestry for their management so that the use zoning system can take into account land characteristics and make a response to demands for land use. When there is a risk of reckless development, the concerned areas should be simplified for management.
Current production management zones use land for agricultural production in most cases and should thus be moved to newly installed agricultural areas. Current preservation and management zones use land for woods and fields in considerable parts and should be moved to forest areas. The remaining planning and management zones should change their title into management zones and be simplified into areas for planned development and reserved development to distinguish preservation from development clearly. Finally, the institution should be improved so that local governments and residents can reflect their opinions actively on the development permit process.
The present study identified problems and proposed improvement measures by examining the factors influencing reckless development in rural areas in the three aspects including the planning system, use zoning system, and development permit system, thus holding its significance. The study, however, failed to propose measures to address the accidental gain and loss of land owners according to the change and addition of use zones, thus having its share of limitations. In the future, follow-up study will hopefully develop active discussions about it.
