도시재개발사업의 개선방안에 관한 연구

도시재개발사업의 문제점을 분석하고 개선방안을 제시했다.

There are many problems related to the urbal redevelopment projects in Korea : first, on the redeveloping business, unsuitable standard for land selection, incorrect project in timely and spacial including, Insufficient public investment for the midtown redevelopment, problemetic method on operating redevelopment, and structure on individual landholder's prior to a certain business : second, on the redevelopment system, poor financial investment, institutional inertia of the laws for project, problem on the temporary asylum, and institutional inertia of the chaining with rental house system : third, on the redeveloping environment, problem between the paltry households and depositors, and investing the civil capital and the speculating redevelopment.

In this thesis, therefore, the reforming measures for the urban redeveloping business I propose are as following : I . Reforaing measures for the redeveloping business 1. We could reach the aia on the redeveloping business when the proper level of public investment and the enlarged financial support might be proceeded. And a professional institute for redevelopment should be built. 2. Like western countries, we need to introduce a right for redevelopment, and a system to transform th right. 3. It is necessary to make a positive code for using the beyond and beneath the earthly surface. 4.

It is necessary to intorduce a trusting rdevelopment of land, the new redeveloping method of Japan, in order to change the Korean method. 5. Local self-governments should investigate the reality on the potential object areas annually, secure informations for the redevelopment by themselves, and make various efforts on prior reliability and cooperating system. II. Reforming measures on the redevelopment system. 1. We need the measure which we rent a certain amount of prenanent rental houses that were distributed to each region for the depositors in the redeveloping areas, and we build premanent rental houses investing the money saved for the houses. 2.

We should introduce a fund system of improving houses for enlarging redeveloping business, and a Linkage system. 3. In order to propell the redeveloping business smoothly, we need the measure that we rent temporarily the corporation-building rental houses to people of removal area. 4. We should varify the house-supplying systemin order to use the business's conditions, and supply houses. III. Reforming measures on the redeveloping environment 1.

For the reliability of the dwellers, we need at first to build and operate an office within the redeveloping area, and secondly, we need to investigate a system of consultant who may arbitrate and arrainge the direct contact between the Corporation and dwellers. 2. In order to establish a true housing measure for the poor, we should devide the support with business detail and upgrade its subsidy.
